Significant recommendations for childcare setting that operate for less than 2 hours or children over 8!

Ministers provide initial response to Graham Review

Minister for Education and Skills, Huw Lewis and Minister for Communities and Tackling Poverty, Lesley Griffiths have today provided their joint initial response to the recent independent Review of childcare and early education registration, regulation and inspection, led by Professor Karen Graham (Glyndwr University).

The Graham Review made a significant number of workforce recommendations which align with the Welsh Government’s ambitious, long term vision for the early years workforce in Wales. The Welsh Government will publish a draft 10-Year Plan for Early Years, Childcare and Play Workforce later in the month during which the 22 recommendations in the review will be taken into account.
A key recommendation is for a single quality framework for the 0-7 age group across childcare and the Foundation Phase underpinned by legislation. This would cover childcare and Foundation Phase education in schools and settings.  Ministers confirmed today that this is being considered alongside work already underway on a development and assessment framework for use by the early years sector.

The Review also recommends that in order to safeguard children and ensure quality of provision, all childcare that operates for less than two hours or for children over eight years of age is registered and subject to inspection.  Consideration is being given to whether to extend registration to cover these types of provision and any proposals would be subject to consultation.
The recommendations put forward by the Graham Review, alongside the outcomes of ongoing evaluations and other reviews, will provide a broad evidence base to inform future policy development, drive quality and raise standards across childcare and early education in Wales.
In their joint response Huw Lewis and Lesley Griffiths commented:
“The Childcare, Flying Start and Foundation Phase workforce is crucial to the future development of the early years, childcare and play sector.  We started an open dialogue with key stakeholders over the summer and the recommendations in this report will inform future policy development, drive quality and raise standards across childcare and early education in Wales.

“We recognise the importance of having effective regulatory and inspection arrangements in place that will drive improvements in the care, learning and well-being outcomes for children”.
