Tender Experiences

The CYPP in Powys is just about to complete another round of open tender in order to deliver it's key strategic priorities.

What has been your experiences of the process as a third sector organisation?  PAVO are drawing together your views and would like to hear from you.

We would like to hear from a variety of organisations; large and small with the good, bad and ugly experiences.

Equally, if you did not tender - tell us why you didn't.

Please send your comments via the  PAVO helpdesk.  (Any comments can remain anonymous).

Powys Training Services Tender

In a few weeks time PCC will be opening the tender process for its Social Care Workforce Development Training contracts.
  • The total value of training work going out to tender is £500,000+ per year (although it will be broken down into a number of smaller 'lots')
  • Organisations who do not successfully apply through the tender process will not be able to be contracted to deliver this training for the next 4 years
  • There are many different types of training that PCC will be putting out to contract - an indication of what can be found in the current Powys Integrated Training Brochure at: http://tinyurl.com/busatcp. Lots of the courses cover types of training that local voluntary sector organisations already deliver, or could expand their services to deliver.
At a PAVO briefing session held on 22nd August  there was interest expressed in putting together a third sector consortium to bid for the tender and it was agreed to hold a follow up meeting for interested organisations to discuss in more the detail the creation of a broad based consortium or company to bid for the Tender.

This meeting will be held in Llandrindod Wells 3.00-5.00pm on Wednesday 5 September. If you or a representative from your organisation wish to attend the meeting please book through the PAVO Helpdesk on 01597 822191 orinfo@pavo.org.uk.

Consultation: Forward in partnership for children and young people with additional needs

The Welsh Government is seeking views on proposals to reform the legislative framework for special educational needs (SEN).
Start of consultation: 26/06/2012
End of consultation: 19/10/2012

The legislation surrounding the SEN framework is over 30 years old and there is plenty of evidence across Wales to prove it needs reforming.
Welsh Government are proposing to replace the statutory framework for the assessment and planning of provision for children and young people with SEN with a simpler, more person centred and integrated system for children and young people with additional needs (AN). It is believed that this will;
·         lead to increased trust and confidence of parents and carers in the system
·         provide greater consistency between schools and local authorities, and
·         foster more effective partnerships between agencies.
Central to the proposals is the Individual Development Plan (IDP) which is proposed to replace the existing statements of SEN.
A multi-agency approach is proposed with joined up working between education, health and social care agencies (including the third sector where relevant) for children and young people with the most severe and/or complex needs.
Please refer to the "Take Part: Surveys, Consultations, Quizzes" page on how to feed in your views.

Delivering Training? Funding Opportunity

Does Your Organisation Deliver Training? - Important Funding Opportunity

Is your organisation currently contracted to deliver training courses for Powys County Council, or do you have an interest in finding out how you could do so in the future? If so, you need to be aware of the tender process for Powys Training Services that will be starting in late August.

This tender opportunity is important as:
  • The total value of training work going out to tender is £500,000+ per year (although it will be broken down into a number of smaller 'lots')
  • Organisations who do not successfully apply through the tender process will not be able to be contracted to deliver this training for the next 4 years
  • There are many different types of training that PCC will be putting out to contract - an indication of what can be found in the current Powys Integrated Training Brochure at: http://tinyurl.com/busatcp. Lots of the courses cover types of training that local voluntary sector organisations already deliver, or could expand their services to deliver.
PCC ran a Suppliers Briefing Session in July about the tender opportunity, but many local voluntary sector organisations may have missed this opportunity to find out the arrangements.

PAVO is therefore holding a furthjer briefing session 10am-1pm on Wednesday 22 August at the Cartrefi Cymru meeting Room, Llandrindod Wells.

The session will include:
  • Presentation from PCC about the tender opportunity and the processes involved
  • Guidance on how organisations can work together to submit joint tender applications
  • Opportunity for organisations to network with each other and begin discussions about possible joint applications
PAVO is also inviting all those who attended the July suppliers briefing to attend this event. Many of these were national charities, social enterprises and commercial companies; a number of whom are keen to meet with local Powys voluntary sector training organisations as they are interested in developing joint tender applications with local training providers.

If you wish to attend this important event please book your place with PAVO at info@pavo.org.uk or 0845 0093328.

Childs Play 2 - What do you think?

We need your help.

Dyfodol Powys Futures has been running a project called Childs Play 2 in communities across Powys. The project includes Open Access Play Sessions aimed at children between the ages of 8 and 12 years of age.

Trinity St David University is currently evaluating the project and it would really help us if you could answer the following three questions.

1. Did you know that Open Access Play Sessions have been running in your area? If so, what contact have you had with the project, (please explain)?

2. Has the project benefited your community - if so, how? What will the lasting benefit be?

3. Have there been any difficulties with the project?

If you would like a longer chat about the project, please contact us.

Thank you for your co-operation. We will draw on your opinion to construct an evaluation report. All comments will be non-attributable.

Please send your responses to liz.bickerton@btinternet.com

The Review of Qualifications for 14-19 year olds in Wales

Welsh Government consultation from 31st May to 1st September 2012.

Welsh to follow

This important consultation forms part of a major Welsh Government review of qualifications across Wales. It seeks to ensure that the qualifications young people achieve do two things:

  1. Are valued by young people; who are stimulated and engaged and provided with options for progression to more education or employment;
  2. Have relevance to employers and the economy and offer skills, knowledge and understanding needed and valued by employers.

It raises important issues around vocational qualifications and their relevance and value.

Care Council for Wales would like your help in making sure that the voice of the sector around the main question raised by the report is heard and well represented. It is the opportunity to make sure that new qualifications emerging or being developed for the sector are leading the way within this new qualifications environment.  Please come to our events in August to inform our formal response to the consultation and make sure the needs of the care and early years sector are included based on your evidence and experience.

Supporting Training & Recognition of Skills for Carers

The STARS(Supporting Training and Recognition of Skills) is a four-year project that aims to help carers or former carers take advantage of all the opportunities available to improve their quality of life. Support for Training And Recognition of Skills. The term carer doesn’t refer to paid carers but those who have given up their time to support someone else in need. Maybe a partner, a relative, a friend or a neighbour.  STARS is able to fund extra respite care to allow carers to take part.

By offering individually tailored learning plans, support and one to one contact, STARS has helped many people improve their life skills and/or get back into learning, education, volunteering and work. All our activities are delivered in convenient, informal venues and we are able to offer assistance with travel cost and other incidental expenditure if this is a barrier to participation. We can work with groups or individuals.
We can deliver classes to suit individuals’ need such as Basic IT, Digital Story Telling, Confidence Building etc and can support people onto courses/training provided by other providers. We will match courses and provision to suit every individual and are able to support already existing groups. We encourage participants to put forward new ideas about training/courses. If you have an idea run it passed us and we’ll consider it.
To be eligible the participant must:
•           be over 16 years of age
•           be a carer or former carer (at any time in their lives)
•           not be currently in work or education
•           not engaged on the Work Programme
The project is delivered under contract to the BIG Lottery Fund under its Life Skills Programme and is co-funded by the European Social Fund.
