A twelve week consultation seeking views about changes to the registration of childcare provision in Wales closed on 5th June 2015.   It covered a number of issues surrounding childcare registration and over 130 responses were received.

A summary of these and the Welsh Government’s response to all the issues raised will be published later this autumn. However, there  is one which I can publish today.

Non-Maintained Settings Stakeholder event

CSSIW and Estyn have been working together to develop a joint-inspection framework for non-maintained settings. The views of stakeholders about the development of the framework are important to us. We are holding two events,

one in South Wales on the 8 July at Estyn’s office, Cardiff 

and one in North Wales on the 10 July at CSSIW’s office, Llandudno Junction, to give stakeholders the opportunity to share their views. 

We want to ensure a range of cross representation and spaces are therefore limited. There is no guarantee, therefore, that every applicant will be offered a place.

This consultation sets out proposals to extend the regulation of childcare.

Currently childcare providers are only required to register if they care for children under the age of 8. We propose changes to require childcare providers to register if caring for children under the age of 16, or 17 if disabled.

Childcare provision plays a crucial role in the lives of Welsh families by enabling parents and carers to access training and employment opportunities, which in turn can assist families in moving out of poverty. As well as supporting families, high quality childcare provision can also have a positive influence on a child's development and future attainment. By ensuring childcare provision is subject to appropriate and proportionate regulation and registration requirements, critical assurances around the safety and quality of the care children receive are provided.

Welsh Government Consultation: Early Years Outcomes Framework

In “Building a Brighter Future: Early Years and Childcare Plan” (2013) Welsh Government made a commitment to develop and consult on an Early Years Outcomes Framework.

The development of an outcomes framework will help Welsh Government to understand how great an impact our early years policies and programmes are having on children’s lives. It will help to identify where further improvement is needed and where we need to prioritise in the short, medium and long term.

 

To date the framework has been developed through the Early Years Partnership Board. We also held stakeholder workshops across Wales to test an earlier version of the framework. All feedback has been taken into account and the updated, proposed framework is now open to public consultation.

 

In order for the outcomes framework to be a success everyone that works across the early years, childcare and play sector should feel ownership of the proposed outcomes. It should help individuals across the sector to understand the contribution they make to improving these outcomes. To help ensure this we would really welcome your views and encourage you to review the consultation and return a response. It can be found at the following link:

Ministers provide initial response to Graham Review

Minister for Education and Skills, Huw Lewis and Minister for Communities and Tackling Poverty, Lesley Griffiths have today provided their joint initial response to the recent independent Review of childcare and early education registration, regulation and inspection, led by Professor Karen Graham (Glyndwr University).

The Graham Review made a significant number of workforce recommendations which align with the Welsh Government’s ambitious, long term vision for the early years workforce in Wales. The Welsh Government will publish a draft 10-Year Plan for Early Years, Childcare and Play Workforce later in the month during which the 22 recommendations in the review will be taken into account.

A key recommendation is for a single quality framework for the 0-7 age group across childcare and the Foundation Phase underpinned by legislation. This would cover childcare and Foundation Phase education in schools and settings.  Ministers confirmed today that this is being considered alongside work already underway on a development and assessment framework for use by the early years sector.

The Review also recommends that in order to safeguard children and ensure quality of provision, all childcare that operates for less than two hours or for children over eight years of age is registered and subject to inspection.  Consideration is being given to whether to extend registration to cover these types of provision and any proposals would be subject to consultation.

The recommendations put forward by the Graham Review, alongside the outcomes of ongoing evaluations and other reviews, will provide a broad evidence base to inform future policy development, drive quality and raise standards across childcare and early education in Wales.

In their joint response Huw Lewis and Lesley Griffiths commented:

“The Childcare, Flying Start and Foundation Phase workforce is crucial to the future development of the early years, childcare and play sector.  We started an open dialogue with key stakeholders over the summer and the recommendations in this report will inform future policy development, drive quality and raise standards across childcare and early education in Wales.

“We recognise the importance of having effective regulatory and inspection arrangements in place that will drive improvements in the care, learning and well-being outcomes for children”.

Today the Welsh Government sets out its ambitious, long-term vision for the early years, childcare and play workforce in Wales.

Monday 22 September 2014

During a visit to Herbert Thompson Primary School, in Cardiff, Education Minister Huw Lewis will launch the Draft 10-year plan for the early years, childcare and play workforce in Wales.  The plan sets out how the Welsh Government proposes to support individuals who have a direct responsibility for the education or childcare of children in the early years (aged 0 to 7). The draft plan is open for public consultation until 15 December, with the intention of publishing the final plan in April 2015.

The plan seeks to address the workforce development needs of all types of registered early years, childcare and play provision, in both the maintained and non-maintained sectors. In 10 years’ time the aim is to have a highly-skilled workforce that:

• is highly regarded (a career of choice)
• understands how children learn and develop
• structures activities and time to support all children to develop to their full potential
• are proactive learners in their own right
• is bilingual.

Ahead of his visit to Herbert Thompson Primary School, where he will meet Flying Start and Foundation Phase staff and observe a training session, Huw Lewis said:

“The ages of 0-7 are a crucial time in every child’s development. It’s important, therefore, that individuals like those I will meet today, that play such a key role in supporting children during these important years, receive the right level of support, are highly motivated and skilled and feel that they are valued.      

“We’re determined to raise the status of careers in early years, childcare and play to a level which better reflects the vital role these practitioners play in supporting children’s development.

Minister for Communities and Tackling Poverty, Lesley Griffiths added:

“We owe it to our future generations to get this right.  If we reach our goals we will improve the lives of young children, particularly those from disadvantaged backgrounds.

“We recognise the importance of these proposed changes and the time they will take to implement. It is for this reason we are setting out our expectations in the context of a cross-government, long-term plan and are consulting on our approach.”

• Childcare providers (potential and existing) and those who benefit from the childcare on offer, such as parents, carers, employers, children and young people.

The Welsh Government in Building a Brighter Future: Early Years and Childcare Plan commits to reviewing the duty on local authorities to undertake a CSA.
