Welsh Government Consultation: Early Years Outcomes Framework

In “Building a Brighter Future: Early Years and Childcare Plan” (2013) Welsh Government made a commitment to develop and consult on an Early Years Outcomes Framework.

The development of an outcomes framework will help Welsh Government to understand how great an impact our early years policies and programmes are having on children’s lives. It will help to identify where further improvement is needed and where we need to prioritise in the short, medium and long term.

 

To date the framework has been developed through the Early Years Partnership Board. We also held stakeholder workshops across Wales to test an earlier version of the framework. All feedback has been taken into account and the updated, proposed framework is now open to public consultation.

 

In order for the outcomes framework to be a success everyone that works across the early years, childcare and play sector should feel ownership of the proposed outcomes. It should help individuals across the sector to understand the contribution they make to improving these outcomes. To help ensure this we would really welcome your views and encourage you to review the consultation and return a response. It can be found at the following link:

Families First National Evaluation Published

Families First is designed to improve outcomes for children, young people and families. It emphasises prevention and early intervention for families, particularly those living in poverty.

Messages from the reports will be used to inform the future delivery of the Families First programme.

Year 2 Report

Research was conducted with a range of stakeholders, including families who were engaged with the programme.  The report includes updates on the following areas:

• implementation
• management and governance
• changes in systems and process
• family outcomes
• what works in Families First delivery

This event follows on from a very successful conference in September where a
wide range of practitioners and stakeholders from all sectors helped to prioritise
the issues for the next One Powys plan.

Our rigorous process continues – and in return for your creative and lateral
thinking we will enhance your understanding and skills to support your future
work in Powys as a leader.

The morning will see two key note speakers:-
• The first will focus on a Positive Psychology approach to leadership
• The second will enhance our collective understanding of strategic
commissioning and collaborative leadership

The afternoon session will be to test out design intervention options for the One
Powys Plan priorities 2014-2017 – come and influence a more outcome focused
approach.

ABOUT : Prof Tony Bovaird worked in the UK Civil Service and several universities before moving back to the University of Birmingham in 2006. He was a member of the OECD e-Governance Task Force, chaired the Evaluation Partnership set up by the UK government to co-ordinate evaluation of the Local Government Modernisation Agenda from 2002 – 2008 and was a member of the CLG Expert Panel on Local Governance. He undertook evaluation case studies of the Civil Service Reform Programme, commissioned by the Cabinet Office and recently led the UK contribution to an EU project on user and community co-production of public services in five European countries. He is currently directing a project funded by the Arts and Humanities Research Council on using ‘nudge’ techniques to influence individual service co-producers to participate in community co-production. He helps to organise the European Public Sector Award, is on the Strategy Board of the Local Authorities Research Council Initiative and author of Public Management and Governance (2009).

Aim: To enable participants to gain a greater understanding of evaluating and monitoring outcomes, and to help them better evaluate their work.

Content: This course aims to enable participants to gain a greater understanding of evaluating and monitoring outcomes, and to help them better evaluate their work. Participants will come to understand key definitions including outcomes, outputs, indicators and activities, and explore the way in which these terms may be used differently in various contexts and by different organisations. By the end of the course participants will be able to identify and describe the outcomes that a project or activity aims to achieve and use their understanding of the core principles of evaluation to better focus their own evaluation work. Participants will learn techniques for use in evaluating and monitoring the outcomes of their own work and be better able to design an evaluation of their own work.
