We will be holding Consultation Events to find out what guidance you need from Welsh Government to secure Sufficient Play Opportunities

Consultation on the Statutory Guidance on Securing Sufficient Play Opportunities

The main aim of this consultation is to ensure that those affected by this guidance have opportunities to offer their views regarding its contents, and to suggest additions and amendments.
Start of consultation: 10/03/2014
End of consultation: 30/05/2014
This draft guidance has been prepared under Sections 11 (3) and 11(4) of the Children and Families (Wales) Measure 2010. Section 11(3) places a duty on Local Authorities to secure sufficient play opportunities for children in their areas, so far as reasonably practicable, having regard to their play sufficiency assessment required under subsection (1).
Section 11(4) places a duty on Local Authorities to publish information about play opportunities for children in their areas and keep this information up to date.

PAVO Response: Restructuring of provision for pupils with Additional Learning Needs in the 3 -11 age group

Please find below the link to our response to the Additional Learning Needs Consultation.

In summary, our response points out:


  • there isn't enough data and information to make any comments on what future ALN provision should be.
  • there isn't enough information about the proposed new ALN provision.
  • there are comments that many children and families have greatly benefited from ALN Units, however, there also comments to say that this is not always the case.  
  • the ALN provision affects all children in school and their views are also valuable.
  • an offer to co-produce and work with the Council and families to evolve an appropriate service which meets the needs of ALL children with ALN.

The aim of the workshop is to raise childminders awareness of caring for and educating children with additional needs and to encourage childminders to think

FREE workshops! Would your support group like to have a free workshop from Contact a Family Cymru? If so please read on.

Thanks to funding from the Big Lottery Fund and the Welsh Government, and with the support of our partners Irwin Mitchell, Contact a Family Cymru is able to offer free workshop sessions to support groups across Wales during 2014. We are offering a wide range of topics, from ‘benefits’ to ‘behaviour’ and ‘education rights’ to ‘sleep’, all aimed to support and empower families of children with additional needs. See the enclosed leaflet for details of the key sessions we can offer, and note that we can adjust the sessions to fit the needs of your group.

The workshops will be run in a very informal way, with lots of opportunity for discussion and questions. It certainly won’t be like sitting through a boring classroom lecture! And more importantly we would like to offer these workshops at a time and location that is convenient for your group. So, we hope to deliver the sessions when and where you would normally hold your meetings. The sessions will be approximately 2½ hours, with some optional time at the end for refreshments and chat. See the format of a typical session on the enclosed leaflet.

Still interested? We hope so! If you are, please read the enclosed leaflet carefully and send the form back to us to register your interest. We will then get back in touch with you to discuss things further. But be quick, we expect demand to be high and the sessions will be delivered to groups on a ‘first come first served’ basis. Although this could be a great opportunity for your group, there are some downsides that you need to be aware of. Firstly, unfortunately, we are unable to deliver the workshops in Welsh, but if your group requests it, we can provide Welsh language notes and handouts. Secondly, as we know demand will be high and we have limited resources, we can only provide one session per group per year. Thirdly, in order for you to get the maximum benefit from the session, we will need to limit the number of attendees to 18. Sorry about that.

PAVO's Response to Powys County Council's Additional Learning Needs Consultation

PAVO submitted a response, on behalf of 3rd sector voluntary and community groups, to Powys County Council's Consultation on Additional Learning Needs Provision for 3-11 year olds.  The response is a collection of voices from organisations over a period of time which we hope will support the Council to develop a responsive and appropriate services for children with additional learning needs.

We are advocating a co-production approach and the need for much more information and data to be made available, so that informed decisions can be made.

Early Years, Childcare and Play Workforce Research/Ymchwil blynyddoedd cynnar, gofal plant a chwarae

Early years, childcare and play workforce research
The Care Council for Wales has commissioned independent research agency BMG Research to undertake an important survey on the Early Years, Childcare and Play workforce.
The research will inform the 10 Year Workforce Plan and we want it to be as representative as possible so we would be extremely grateful if you could take part.
All settings who complete the survey will be entered into a prize draw to receive £200 of high street shopping vouchers. The research is entirely confidential and your responses will not be reported against anything that might identify you or your setting.
If you know of any other settings/schools who would be willing to take part in this important survey on the Early Years, Childcare and Play Workforce, please send the survey weblink onto them. Every school/setting should only take part once.

Training available for Voluntary Sector Representatives



This is YOUR opportunity to help co-produce training and guidance on “How to be effective as representatives” with Local Authorities and Health Boards
Where:  PAVO office, Unit 30 Ddole Road, Llandrindod Wells
When: 24th March 2014, 9.30- 11.30 a.m. 
Who with:  Mandy Williams, Participation Cymru, is working with the Welsh Government and the Welsh Local Government Association to ensure the training is focused on individual needs and direction.
Audience:  People currently acting as representatives / voluntary sector representatives in Powys, OR people who wish to become representatives /voluntary sector representatives.
It is open to people involved in all sectors, such as Children and Young People, Adults and Older Adults across mental health services, health and social care.
What’s in it for you?
ü Training for Councillors (and Health Board Staff) on the role of individuals (“Service Users”) and voluntary sector representatives in scrutiny of council (and Health Board) business.  PAVO is helping facilitate YOUR voice being heard in directing this training.
ü Individuals and voluntary representatives will explore/detail understandings in relation to scrutiny, developing skills in influencing, representation and what is important to include in this training – helping change culture
ü National Participation Cymru training will then be offered across Wales – for individual and voluntary sector representatives based on your feedback
ü A free (special) training course to be delivered by Participation Cymru for you, involving Voluntary Sector and individual representatives in Llandrindod Wells May 2014 (provisionally 8th May 2014).

Articles request for "In Focus"

If you have suggestions for articles to be included in the next 'In Focus' newsletter please let us know by Tuesday 1 April. 'In Focus' is the 'Local Safeguarding Children's Board' and 'Children and Young People's Partnership' publication for carers and professionals working with children and young people in Powys.
The newsletter promotes good practice and updates of good quality partnership working as well as safeguarding and child protection news - so articles that emphasise these items will be prioritised.
We also like to receive personal stories of how partnership / integrated working have had a positive impact on the outcomes for individual children, young people and or their families. You can view previous editions of In Focus online at www.cypp.powys.gov.uk/index.php?id=6078
An Article Request Form is attached for you to put forward ideas and information - please email it t to phillip.stasiw1@powys.gov.uk by Tuesday 1 April so that your suggestion can be discussed at the editorial meeting.

The newsletter will be distributed to those working with children and young people across Powys on the 23 May, so if you want to promote time-bound events such as training please only include those that will take place after the 23 May 2014.

Children & Young People's Partnership Thematic Group Meeting

The next meeting to focused on Infrastructure will be held on Monday 10th March.

This group looks to develop public funded agencies and organisations so that they can work effectively together to support families.  This may mean aligning some of their policies and procedures to make this happen.

Supporting Families - children with disabilities - with Transitions: FREE Workshops

In April Contact a Family Cymru are touring Wales offering FREE workshops and advice surgeries.
These will provide information and guidance to families and children with additional needs on how to deal with life-changing times.

We are running workshops and advice surgeries in your area on April 3rd – in Brecon in the morning, moving to Ebbw Vale in the afternoon, finishing in Newport in the evening.

The current economic climate is making it more and more difficult for charities to raise much needed income. With statutory support for voluntary groups being cut severely it’s vital that organisations find alternative ways of fundraising and
increasing revenue.   Signing up to self regulation can be a help.

Two roles providing Mental Health Support for Young People

Service Co-ordinator and Service Support worker 

4 or 5 days a week, salary of £8 - £12 hr depending upon experience

Rekindle is re-launching the Small Steps service, now based at Ponthafren Association’s premises in Newtown. Small Steps works with younger people, aged 16 and upwards, to offer early intervention for those at risk of mental health problems or those already suffering mental distress such as depression, anxiety or who are self-harming.

This is an opportunity for the successful candidates to develop an exciting service, which will make a marked difference to the lives and wellbeing of many young people.

For either post you will need to demonstrate:

·        Qualifications, or an interest in working, in the mental health field
·        Relevant experience in working in mental health or with young people
·        Excellent communication and inter-personal skills with the ability to relate positively to people at all levels
·        Previous service/project management experience including risk management, output monitoring and record keeping (Co-ordinator)

You will be confident, self-motivated, good at managing your time and resources, well organised with good IT skills.   You should also be flexible and be able to travel for your work.
