Substance Misuse Services: Meet the Buyer Event 15th October, 9.30am, Antur Gwy, Builth Wells

Powys County Council on behalf of Powys Area Planning Board (APB) for Substance Misuse will commence the procurement of Tier 2 and Tier 3 substance misuse services in October 2015. The Council is issuing this Prior Information Notice to provide a brief summary of its intentions to prospective tenderers.

The APB has published a draft Commissioning Strategy for public consultation and wishes to commission reconfigured services with a focus on early intervention and prevention, as well as recovery, with clear outcomes for service users.

The Council wishes to procure tier 2 and 3 services for young people and for adults, including those known to the criminal justice system, ready for these services to begin delivery from 1 April 2016 for at least 3 years. The successful tenderer(s) will be required to work in close partnership with the clinical service provider.

The estimated budget available for all procured services will be approximately £1,000,000 per annum excluding VAT. Services will be lotted and the Council welcomes collaborative / consortium tenders for individual or multiple lots.

How to Tender  (An Introduction)
This workshop is intended for business leaders in the early stages of formal tendering, and gives an insight into the rules, regulations, benefits and processes of tendering in the public and private sectors. It also provides the business leader with a way of self-diagnosing whether they are ready to tender, and if so at what stage and to what level.

A large number of tenders and pre-qualification questionnaires both within the public and private sectors ask for a Quality Management Accreditation, such as the ISO 9001, as part of the tendering qualification criteria. This workshop is designed to give businesses an insight into what is involved to become accredited and what the benefits are to businesses, what costs are involved, how long it will take to become accredited, what implications will it have on the business. Businesses can make an informed decision as to whether or not the Accreditation fits their business development needs.

More and more third sector organisations are exploring tendering for public service contracts. But the world of procurement can at times seem daunting and complex. What role should trustees have in the process? And what are the Board’s responsibilities when their organisations tender for contracts?
This introductory seminar will provide guidance about the key considerations of tendering for trustees. It will discuss the changing funding landscape for the third sector in Wales; explore the key differences between grants and contracts; consider the implications of contractual relationships; and explain the duties of those who sit on governing bodies as their organisations bid for public service contracts.
