An Overview of the Social Services and Well-being (Wales) Act 2014

A one-day course

This introductory course will provide a comprehensive background to the key principles and intentions of the Social Services and Well-being (Wales) Act 2014, whilst also focusing on the main policy issues and the impact upon children, young people and their families.
The Act, which came into force in April 2014, will have a major impact upon all users of social services in Wales. The preamble to the Act describes its purpose as:
'An Act of the National Assembly for Wales to reform social services law; to make provision about improving the well-being outcomes for people who need care and support and carers who need support; to make provision about co-operation and partnership by public authorities with a view to improving the well-being of people; to make provision about complaints relating to social care and palliative care; and for connected purposes.' [1 May 2014]

The programme will cover:

  • Historical and policy background to the Act
  • What is well-being?
  • Citizen centred services
  • The outcomes framework
  • Social services functions
  • The changing role of the Third Sector and Social Enterprise
Afternoon session 
  • Assessing and meeting needs of children, young people and their families
  • Looked after and accommodated children and young people
  • Safeguarding
  • Co-operation and partnership
  • Advocacy
The course is aimed at anyone requiring knowledge of the intended changes planned under the new Act. The information will be of interest to those directly delivering services and also in terms of understanding the Welsh public policy evolving under the Act.

About the Trainer
Mike Lewis qualified as a social worker in 1986. Between 1986 and 1995 he worked in Children's Services, specialising in working with looked after children and in child protection. He has held a number of management posts with Action for Children, Save the Children and Children in Wales. Mike was CEO of the Welsh Refugee Council between 2007 and 2013 and now runs his own consultancy Hawliau. Hawliau focuses on ethics, values and rights within public services.
Mike is also a part-time lecturer in Social Work and Social Policy at Cardiff University. Mike is a registered social worker with a B.Sc. in Psychology, a MA in Social Policy, and a Postgrad Certificate in Management and is current undertaking a part-time doctorate.
He is a former trustee of WCVA and Linc Housing Association and is currently Chair of Cardiff and Vale Children's Contact Centre.

Welsh Government | Autistic Spectrum Disorder Strategic Action Plan Interim Delivery Plan and implementation funding 2015-16




The Minister for Health and Social Services had previously agreed to the publication of the Autistic Spectrum Disorder Strategic Action Plan, interim delivery plan and funding to support delivery except. The Minister has now agreed to provide £135,000 to support the ASD National Adviser role.

Statement of information:
The Minister for Health and Social Services has agreed to the publication of the Autistic Spectrum Disorder Strategic Action Plan ASD SAP, Interim Delivery Plan. This sets out the actions that will be taken to support people with autism and their families and carers during 2015-16.   Ministers have made a further £135,000 available to support its implementation.  This is addition to £485,000 (SF/MD/0189/15) agreed on 17th March and  £24,000 (SF/GT/0837/14) already made available to support the ASD Employment Ambassador Role.   £2,580,000 is also made available in the Revenue Support Grant for Local Authorities to support autism services for children and adults.

Powys Environmental Partnership Small Grant Scheme




Small Grant Scheme 2015-16 

Powys Environmental Partnership Small Grant Scheme aims to help communities enhance their environment or surroundings. 

Community groups are invited to apply for up to £750 to deliver their project. 

  All funds must be match funded pound for pound by the group 
  Funded projects must be completed by 31st March 2016
  Projects must be within Powys  

Application windows 2015: 
Spring – closing date 12th June 2015 
Late summer – closing date 11th September 2015

HOW TO REGISTER / POLICING THE SITE:

Organisations can register their own details by visiting the homepage and 
following the instructions. Each organisation is responsible for the details they 
enter. If the infoengine team is notified of concerns around inappropriate 
material or service provision then a member of the team has the right to hide 
the details in question from the public pending further investigation. 

IMAGES / PDF UPLOAD:

If an organisation chooses to upload an image or PDF document – this is 
sent to the team for authorisation prior to going live. The team reserves 
the right to delete any offensive or inappropriate material. Organisations are
urged to gain permission to publish images and the responsibility for this lies
with the organisation. 

TRANSLATION:

Organisations have the option to add details of their services bilingually but it 
is down to each organisation to translate their own information. 

UPDATING DETAILS:

Infoengine automatically refreshes itself – every 6 months the system sends
an email to the main contact for each organisation asking them to check and 
update their entry, if this contact doesn’t respond in approx. two weeks then 
the email is sent to another contact, if provided, and if this second contact 
doesn’t respond the Infoengine team is notified and aims to contact the 
organisation through other means to see if they are still operating. 

SAFEGUARDING:

Any provider of a service in which children under 8 years old are looked
after for a period of two hours or more must register with the Care and 
Social Services Inspectorate for Wales (CSSIW). To reduce the risk of parents 
accessing potentially inappropriate or unsafe childcare services Infoengine 
recognises search terms such as childcare, child-minder, nursery and will 
redirect people using these terms to the local Family Information Service which 
maintains its own database of registered providers.

Survey on what works in Financial Education and Learning 

The recent Action for Children report, entitled Paying the Pricefound that too many young people have not received a decent financial education and struggle to manage their money.

Action for Children has since put together a short survey to find out more about young people's experiences and what advice and support would help them.  It is aimed at vulnerable children and young people from secondary school age up to 25 years, and by 'vulnerable' we mean those at higher risk of financial exclusion, such as:

- Children in care and care leavers
- Homeless young people
- Young parents
- Young carers
- SEND children and young people
- Young offenders
- Young people who are NEET
- Children and young people living in challenging circumstances at home

It should only take 10 minutes to complete and all responses will be kept completely confidential.  At the end of the survey, the young person can enter a draw to win one of five £15 Love to Shop vouchers.

Neglect is generally considered to be the hardest category to evidence in court. However, in this one-hour webinar, Joanna Nicolas will show you how to gather your evidence on neglect and present this in court.

This webinar will focus on what needs to be included in your report and will address the dilemma of using research as evidence. Tried and tested examples of how to do this will be provided. It will explore the best way to gather evidence, as well as showing you how to break this down to demonstrate to the court how you have reached your decision. It will also discuss the use of photographs, graphic descriptions and appropriate language when presenting your evidence.

By the end of this webinar you should feel more confident about how to gather and present your evidence on child neglect in court.

Aims
To provide greater awareness and understanding of participative engagement.

Content
This comprehensive, three-day accredited course is aimed at providing a greater awareness and understanding of participative engagement. Participants will gain a range of skills as well as build confidence in engaging with citizens and the community. Day one will focus on preparing for engagement, the rationale, who to engage with and achieving validity in consultation. The group will begin to look at facilitation skills. Day two will look at tools for engagement, an overview of consultation processes, and new options using participatory techniques.

Participants will learn a range of tools and have the opportunity to put some methods into practice. On day three, each participant will demonstrate a participatory method as part of their assessment. The rest of the day will focus on evaluating the results and using data from engagement activities. Following the training, participants will be required to submit a piece of work for assessment.

By the end of the course participants will:
  • Understand the purpose of engagement
  • Identify stakeholders
  • Apply a range of tools for engagement
  • Understand effective methods for communication throughout the engagement process
  • Facilitate participative activities
