Stuart, Senior Lecturer at University of Gloucester, will explain why everyone needs to understand children’s play, why it’s important and what it means to all of us.
Stuart Lester has been involved with a small research project looking at the Play Sufficiency Audits from across Wales.  He has delivered presentations at international & national conferences reaching out to those who see themselves outside the “play field”.
We are very much looking forward welcoming him to Powys to benefit from his insight in drawing up our Powys Play Pledge: A Charter for Play.

How Fair is Powys?

Public Engagement Events:  HOW FAIR IS POWYS? A year on
 
Powys County Council and the Local Health board are pleased to announce equalities engagement events to connect with the public on equality issues. 
These are follow-on events from Nov 2011 when the public was consulted on issues that should be considered for setting the Equality Objectives for the Strategic Equality Plans for both organsiations.
 
If you have an interest in issues of equality ranging from how younger or older people sometimes have a harder time in life - accessing services and employment, to gender differences, to the impact of a disability on a persons life, to how a persons religious belief needs careful consideration in the delivery of public services, to how low income causes disadvantage, and many more, please try and make these events.  The more people involved in this process, the more effective the engagement process will be, and the more scope to bring about changes to peoples lives going forward.  At these events you will also hear about how you can get more involved in having an impact on the public sector in Powys and the decisions it makes.   
 
The 2011 events proved successful with lively debate and a raft of issues to consider and carefully analyse and were key in shaping the plans.  A year on from the introduction of  the plans, this event will aim to bring  those who attend up-to-speed on what is happening now and provide some detail behind the plans.    
 
The events are happening as follows:

These events will assist the public sector in Powys to be kept informed and challenged on issues of inequality.

Knighton Food Bank - what it is, how to refer

Knighton Food Bank.

Guide for Referral Agencies Contacting the Knighton Food Bank
Knighton Food Bank (KFB) provides an emergency resource offering
food bags to people suffering hardship as a result of a crisis that has
arisen. All items of food etc are donated by members of the public. In
addition, local shops are being asked to set aside an area where
containers can be left with a note asking shoppers to donate tinned and
dried purchases, including the FREE item when they have bought “buy
one - get one free”.

The economic recession has affected many people and residents of
Knighton & the surrounding villages are not immune. For some it can be
a struggle to put food on the table, especially when faced with a sudden
crisis. It could be the loss of a job, the break-up of a relationship, loss of
their home, sickness & disability, or the receipt of a huge fuel bill; the
result can be devastating for individuals and families.

From May 2013, KFB replaced the original voucher referral system with
a quicker & more efficient telephone referral model. Agencies and
support services can now make referrals by contacting Helen Anderson,
the food bank manager, direct on: 07731524058, who will then complete
the necessary paperwork over the phone.

Where possible, referral agencies & support workers will be asked to
collect the food parcel from the food bank in Knighton. If this is not
possible, the manager will discuss arrangements for the client to be
informed of when to call at the food bank in person.

Knighton Food Bank provides enough of tinned & dried goods plus
essential fresh items, to last a 3-day period. The food parcel can also
on request, include pet food, nappies & personal hygiene necessities.
Food parcels can be for singles, couples and families and where
possible, can cater for special dietary needs or baby foods.[3]
Criteria:

An emergency food parcel to cover for 3 days will be provided when at
least one of the following is criteria is met:
1. The Referral Agency confirm that a Crisis situation has arisen,
such as benefits being stopped or delayed; redundancy or job
loss; homelessness
2. A crisis payment has been refused and no money is available
to buy food, (to be confirmed, where possible, by Referral
Agency).
Additional Food Parcels:
A second food parcel can be provided when the referral agency
contacts the Food Bank by telephone, to confirm the expected
support services are not yet in place.

Notes for Referral Agencies:
1. Agencies /Support Workers wishing to make a referral should
contact the Food Bank Manager, Helen Anderson – 07731524058.
Messages left on this phone number will be checked regularly, in
addition to the regular food bank opening times of Tuesdays and
Thursdays: 9.30am – 11.30am. The address of the Food Bank is:
The Foyer, Knighton Baptist Church, Norton Street. Knighton.

2. Where the referral agency or support worker is unable to collect
the food parcel, the client will be provided with details of when to
call at the Food Bank themselves. They will be asked to provide
evidence of identification to the volunteers on duty.

3. Knighton Food Bank cannot deliver food parcels but will contact
the community support services in Knighton (eg community
transport scheme), if the client gives their permission.

Great News for the one day Play Conference.

Stuart Lester, Senior Lecturer at University of Gloucester and independent advisor/trainer on Play has confirmed that he will be able to be the key note speaker.

Stuart has worked with Wendy Russell, on a piece of research, funded by Play Wales & University of Gloucester, to demonstrate what is now is needed following the Play Sufficiency Audits from across Wales.

The aim of the day will be to draft an initial Play Pledge: A Charter for Play.  Stuart will be able to challenge our views, make us think and come up with a valuable piece of work to make the day really worthwhile.

CYPP: Emotional Health & Mental Wellbeing Thematic Group

The Children & Young People's thematic group around Emotional Health & Mental Wellbeing Group met this week.

The agenda included:

Ensuring the voice of children & young people are included in the Powys Mental Health Planning Partnership Board.  This is a multi-agency board which plans services across the whole age range.  Provision is currently made for adult service users, via the Stronger in Partnerships model, but young people, as yet have not been involved at this strategic level.  Recommendations will be presented to the Mental Health Planning Partnership to support this.

Feedback from Xenzone, who provide counselling services on line and face to face highlighted that there are rising concerns about the levels of self-harm in South Powys.

The Domestic Abuse Forum have produced a number of short leaflets aimed at:
young mums
young women
young men
children experiencing domestic abuse
helping a friend
and abusers

The Family Information Service based with Powys County Council has a ready stock of them if your organisation would like to be able to hand them out to people.

Community Justice Cymru would like to invite you to the above FREE conference (offered in both Aberystwyth and Newport) run in partnership with Clinks, Safer Wales, Wales Council for Voluntary Action and Welsh Centre for Crime and Social Justice.

Community Justice Cymru is a third sector network, originally established in 2000, with the aim of enabling organisations which work in the community justice field in Wales to engage with each other, share information, disseminate good practice and shape policy. Community Justice Cymru provides a channel to Welsh Government for the views and concerns of third sector organisations in Wales which work with offenders and/or victims.

This third sector chaired event will reflect the changes that new criminal justice policy brings, at a time that also brings social policy changes and a challenging economic environment, and in the context of the complex mix of devolved and non-devolved services that’s unique to Wales. It includes cross-sector comment on how the new landscape impacts on commissioners, providers, offenders (including young offenders transitioning to adult services) and their families, victims and the wider community. Providers, commissioners, strategic leads and academics are invited to hear the opportunities this new landscape brings and explore solutions to future challenges.

  • Groups (two or more individuals forming an informal group or a constituted organisation).


There will be an Outstanding Contribution award but this will be selected from the nominations from the other three categories by the independent panel of judges.

Disclosure & Barring Service – A duty to refer and New developments in DBS checks

WCVA’s Criminal Records Unit is proud to introduce their new safeguarding service and offer you the opportunity to find out more about your safeguarding duties when working with vulnerable groups – adults or children, and update you on new Disclosure and Barring Service (DBS) check arrangements.

We are delighted to have support from the Disclosure & Barring Service Referral team and they will be explaining about when to refer and how to refer in order to meet your legal obligations, with plenty of opportunity for you to ask questions of your own.

The CRU team will also be presenting on the new DBS Update Service and how it will impact upon your organisation for recruiting new volunteers or staff or carrying out rechecks.

Glan-llyn is an outdoor multi-activity centre on the shores of Llyn Tegid near Bala. The centre’s location within Snowdonia National Park is ideal for all kinds of adventurous activities.

Accommodation is in dormitories with various numbers of bunkbeds with en-suite bathrooms.  There are plenty of communal meeting rooms and lots of safe outdoor space.

Activities available include: Kayaking,  canoeing, ten pin bowling, climbing, swimming, gorge walking, high ropes, raft building to name but a few…

During the weekend we will have the chance to sample some of the activities as well as spend time making new friends or just catching up with old ones.

We are looking at providing minibus transport to the event from both South and North Wales.  Please note however, that this will only be available from designated pickup/drop off points, not home addresses.

Cost


£40 includes all accommodation, meals and activities, equipment hire and the provision of trained staff.

Welsh Language & Third Sector Organisations Responsibilities


The Welsh Language Commissioner and the Third Sector

Many have been asking what are the possible effects that change in legislation will have on the third sector in Wales.

The Welsh Language (Wales) Measure 2011:-
 Gives the Welsh language official status in Wales
 Establishes the role of the Welsh Language Commissioner.
 Makes provision about standards relating to the Welsh language.
Welsh Ministers are in the process of drafting the standards, and they are expected to be in place by the end of 2014. In due course these standards will replace statutory Welsh language schemes. How will standards affect the third sector?

The Welsh Language Commissioner recognizes the third sector’s role in promoting and facilitating the Welsh language. Third sector organizations often work directly with the public therefore it’s vitally important that they offer bilingual services in order to communicate effectively with the public. Some third sector organizations are named in the Measure as bodies which will have to comply with standards. Other third sector organizations will have to comply due to the fact they are receiving over £400,000 of public Money, or if they are acting on behalf of another organization which has to comply with standards. Traditionally, third sector organizations are innovative in indentifying their service users’ needs and operating inclusively. Many third sector organizations operate bilingually even though there is no legislative pressure on them to do so. They understand that there are many advantages to offering bilingual services.

 It conforms to their national identity
 It’s good practice
 They want to provide a Welsh language service in order to respect the user’s language choice

As more Welsh speakers feel confident in asking for Welsh medium Services, there will be increasing pressure on organizations to provide bilingual services. The Welsh Language Commissioner aims to promote the third sector’s voluntarily use of the Welsh Language and to encourage Welsh speakers to make use of those services. The Commissioner will need to complete a gap analysis to gain a better understanding of any support that the sector might need. The Welsh Language Commissioner is eager to work in partnership to avoid duplicating work in a difficult economical climate. The Commissioner will also provide training for organizations to prepare them for the change in legislation.

The Commissioner’s third sector unit is in the process of preparing a work plan which will demonstrate how the Welsh Language Commissioner intends to work with the third sector in Wales 2013- 2015. The Commissioner is eager to gain responses to the work plan, and will be advertising how you can have your say on its contents in a future issue of Network.

Supporting Parents to talk to their Children about Growing up, Relationships and Sex

A one-day course

Children and young people consistently say that they would like to be able to talk more with their parents about these issues. Parents also would like support and information to enable them to do this with comfort and confidence.
The range of issues presented by parents can vary enormously, from responding to questions from young children, to dealing with changes at puberty, to supporting teenagers make decisions around their sexual health, identity and relationships.
This one-day course will be useful for anyone who works with parents including: Parent Group facilitators, Early Years workers, Health Visitors, Parenting workers, Teachers and Volunteers supporting parents etc.

Aim
For Parenting Practitioners to develop their skills and knowledge, and to work more confidently in supporting parents and carers to communicate with their children about sex and relationships.

Objectives
By the end of the course participants will:
  • Be provided with relevant factual information including: the law, puberty and resources to support them in their work
  • Have considered the sex and relationship educational needs of children and young people, and how parents can support these
  • Identified strategies to support parents and carers to talk more confidently to their children about sex
  • Practiced skills in responding to parents' concerns and questions relating to sex and relationship education
A variety of training methods will be used throughout the day. These will include trainer presentations, discussions, quizzes, creative activities, time for reflection and structured exercises. The main focus of the programme is for practitioners to develop the confidence and skills to pro-actively work with parents in this area. A selection of resources to support this work with parents will be available for attendees to use and review on the day.

About the Trainer:

Deryl Dix started her career working as a drama specialist in Cardiff Council's creative arts team. She later took up a public affairs role within the heart health demonstration project 'Heartbeat Wales', before becoming the Wales Director of the Family Planning Association (FPA). She held this position for ten years and followed it with Director level posts with the RNID (Royal National Institute for Deaf people) and CSV (Community Service Volunteers).

Whilst working for the FPA, Deryl gained a post-graduate diploma in counselling from the University of Wales. Further to this, she has both the introductory and intermediate level certificates in Family Therapy, a certificate in 'Group relationships and inter-personal skills', BPS (British Psychological Society) licensing certificates at level A and level B in psychometric testing and is an INLPTA certified practitioner in Neuro Linguistic Programming (NLP). 

In 2000 Deryl established her own training and consultancy business. She now works with clients in a wide variety of roles across the private, public and voluntary sectors, focussing on the development of inter-personal skills including: Management and Leadership development, Team development, Sexuality & relationships, Diversity, Child protection, Communication skills, Coaching and Group facilitation.
