The Right Way - a Future Fit for Children
News from the Chidlren's Commissioner's office.
As you are aware we’ve been working on resources jointly with the Future Generations Commissioner,
that set out the principles of a children’s rights approach in the context of the Well-being of Future Generations Act.
The joint resources are now available on our website at the following addresses.
Welsh: https://www.complantcymru.org.uk/cyhoeddiadau/y-ffordd-gywir-dyfodol-addas-i-blant-yng-nghymru/
It’s made up of three connected parts:
• A self-assessment toolkit that will allow you to measure to what extent your services give
children and young people access to their rights, and how to plan improvements
*you need to create an account to access the toolkit but it is free and there is no limit on who can sign up from
each organisation
• A portal with prompts and case studies to guide you in the right direction
• A report with practical tools and examples to help public bodies consider children’s rights across
each of the Well-being goals and the Five Ways of Working under the Well-Being of Future Generations Act.
The information, but is of benefit and use to anyone who wants to work to a children's rights approach and
within the context of the Future Generations act.
This resource is publically available now and free to all.

World Mental Health Day
World Mental Health Day - Young People and Mental Health in a Changing World.
Wednesday 10th October
The World Health Orgasnisation says:
"Adolescence and the early years of adulthood are a time of life when many changes occur, for example changing schools, leaving home, and starting university or a new job. For many, these are exciting times. They can also be times of stress and apprehension however. In some cases, if not recognized and managed, these feelings can lead to mental illness. The expanding use of online technologies, while undoubtedly bringing many benefits, can also bring additional pressures, as connectivity to virtual networks at any time of the day and night grows. Many adolescents are also living in areas affected by humanitarian emergencies such as conflicts, natural disasters and epidemics. Young people living in situations such as these are particularly vulnerable to mental distress and illness."
There will be drop in cafes to chat at Brecon Beacons College and Newtown College , 9am - 1pm. It is good to talk so come and chat to the colleges' student support officers, health and local support organsations will also be there.
Post an emoji of how you are feeling and join in the conversation #OKTOSAY

Youth Worker needed!
Presteigne Youth Project needs Youth Work Leader.
Presteigne Youth Project, an entirely independent volunteer run Youth Club, has been operating since 2011. It opens once a week on Monday evening from 6pm to 8pm during term time. The members are mostly in their last year at Primary School, and first year in Secondary School.
A core concept of PYP has always been that there should be a professionally trained youth worker present at sessions to support our volunteer youth workers. Initially these professional youth workers were provided by Powys County Council, but in 2016 this support was withdrawn. Since then PYP has employed an ex PCC youth worker. Unfortunately due to pressure of other work this person has had to leave.
The applicant would have to have certified training as a youth worker, be experienced in working with young people, and be capable of managing of a small team of volunteers (3-4 individuals). The applicant could be a volunteer if they wished, or could be paid a wage for 4 hours work a week. 2 hrs at the actual youth club session on a Monday from 6 until 8pm, during term time, the remainder off site preparing and planning club activities.
Applicants interested should contact James Tennant-Eyles by email at jtennanteyles@gmail.com to arrange to meet for a discussion.

Powys Conference – The importance of Play and ‘Making the best use of
the space that we’ve got’
19 September 2018
9.30-1.00
The Pavilion, Llandrindod Wells
Special Keynote speaker—Tim Gill, Rethinking
Childhood
Dear
colleague,
I am pleased to invite you to a multi-agency seminar which provides a unique opportunity for council officers,
health colleagues, third sector organisations and a range of other partners to
think beyond their immediate services with regards to children’s play and to
‘make the best use of the space that we’ve got’ - maximising existing resources through
collaborative thinking, planning and working.
We are very pleased that the well-respected researcher and author, Tim
Gill, will be joining us to discuss play in Powys. You should have already received a diary
marker for this event.
All
children have the right to play as enshrined in the United Nations Convention
on the Rights of the Child. This is recognised both by the UK Government, and
by the Welsh Government. Section 11 of the Children and Families (Wales) Measure 2010 places a
statutory duty on all local authorities to assess and secure sufficient play
opportunities for children.
This
is a task that involves working together to consider the many aspects of
community life that affect play opportunities. These include use of the
environment; traffic and transport; play and leisure provision,
and parental and community involvement with play.
Wales – A Play Friendly Country, statutory guidance to local authorities, sets out a wide range of
Matters across several policy areas that need to be taken into account:
o
Matter A: Population
o
Matter B: Providing for diverse needs
o
Matter C: Space available for children to play
o
Matter D: Supervised provision
o
Matter E: Charges for play provision
o
Matter F: Access to space/provision [this includes travel access, as well as
information and publicity]
o
Matter G: Securing & Developing the Play Workforce
o
Matter H: Community engagement and participation
o
Matter I: Play within all relevant policy and
implementation agendas
[Education/schools,
Town and Country Planning, Traffic and transport, Health and Wellbeing, Child
Poverty, Early years/Childcare and Family policy and initiatives, Community
Development, Inter-generational policy and initiatives,
Community
Safety, Health and Safety]
Play Sufficiency
Assessments were submitted to Welsh Government in March 2013 and March
2016. The next is due at the end of
March 2019. Annual action plans and
progress reports are also submitted to Welsh Government as part of the
duties.
This seminar provides colleagues with an update on progress regarding Powys
County Council’s compliance with Play Sufficiency Duties. It will discuss plans for the gathering of
information and submission of the 2019 Play Sufficiency Assessment and provide
colleagues with the opportunity to discuss actions they are taking and
opportunities in their policy areas to progress play sufficiency.
To book on please send an email
to play.in.powys@powys.gov.uk
advising of any special
needs or dietary requirements.
I hope you are able to join us
and help shape the future of Play in Powys.
Cllr Rachel Powell,

New Funding Youth and Homelessness
Access - The Foundation for Social Investment has launched a £40m Enterprise Development Programme to fund charities which want to increase their earned income.
And it has announced that the first £1.85m in grants will be available from 24 September for the youth and homelessness sector, as part of a pilot programme.
Feasibility grants of £5,000 to £10,000 will be available to organisations just starting to develop their enterprise function.
Larger development grants of around £50,000 will be available for organisations scaling up an existing enterprise function and exploring how they might use social investment.
The fund will be managed by Social Investment Business and Homeless Link, The Centre for Youth Impact and UK Youth will work as sector partners on the grant programme, as well as a research project that will run alongside it.
The pilot grant and research programmes will help to inform Access’s the broader £40m five-year scheme, which aims to focus on the wider charity and social enterprise sectors.
Seb Elsworth, chief executive of Access, said: “We have chosen to start this work in the homelessness and youth sectors because we have seen that they have significant untapped potential for enterprise development and therefore a latent requirement for social investment.
“We will build on what we learn from these pilots, as well as our other programmes, such as the Reach Fund, to shape the broader design of this £40m programme for the wider sector.”
Deborah Smart, head of grant programmes at Social Investment Business, said: “Times are changing and as supporters of charities and social enterprises, we must help organisations adapt and take advantage of new opportunities that would otherwise be unavailable to them.
“We’re proud to be managing the grant-side of the programme and look forward to boosting organisations with the capital and confidence they need to become more enterprising.”
