National Children's
Charities Manifesto for the National Assembly for Wales Elections 2016
Six leading children's charities have launched a manifesto
making recommendations for the next National Assembly for Wales, ahead of the
Assembly elections in May.
Amongst the recommendations, the charities - NSPCC Cymru / Wales, Action for Children, Save
the Children, Children in Wales, Barnardo's Cymru and Tros Gynnal Plant - have
called for a Minister for children to be included in the next Welsh Government
to have oversight of children's issues; a new Children and Young Person's Bill;
and greater powers for the Children's Commissioner for Wales.
The manifesto calls for:

Welsh Government
The Welsh Government's budget motion for the Final Budget 2016-17 was
debated in plenary on 8 March 2016.
Minister Lesley Griffiths has officially opened a £4.8 million housing
development in central Cardiff helping people affected by the UK Government's
Bedroom Tax.
An innovative new programme using the arts, culture and heritage to
support some of our most disadvantaged communities has seen over 1,500 people
take part in activities during its pilot year.
New statistics reveal the Welsh Government is on track to meet its
ambitious target of providing Flying Start services to 36,000 children for the
second year running.
Fuel
poverty
Millions of
low-income households could see power bills cut after a watchdog's report into
the UK's energy sector. The Competition and Markets Authority (CMA) has
proposed a price cap for all households using pre-payment meters.
A leading Welsh
think tank has called for a 'new approach' to combating fuel poverty in Wales,
as latest figures suggest 330,000 Welsh households are spending more than 10%
of their incomes to keep their homes warm.
Employment
The
"national living wage" is one of the new laws set to roll out across
Britain as the Conservative party beds down into its second parliament.
One million
British workers will soon be relying on zero-hours contracts for their main job
under current trends, following another sharp rise in the use of the
controversial employment terms - with the young proving the most vulnerable.

This report from
the Joseph Rowntree Foundation identifies and discusses evidence about the
relationship between poverty and child abuse and neglect. It explores the
economic costs of child abuse and neglect and outlines broad policy
implications, with a particular focus on the UK.
People of all
ethnicities experience poverty, but the risk is higher for some groups in
particular. This report from the Jospeh Rowntree Foundation considers this
situation in Wales, both in terms of the experience of different ethnic groups,
and policy and practice.
The Joseph
Rowntree Foundation has published a report exploring the link between special
education needs and disability (SEND) and poverty.
Special
education needs and disability can be both a cause and effect of poverty.
Currently, children living in the UK with SEND are more likely to experience
poverty. Those with SEND are also less likely to have a positive experience of
education, placing them at greater risk of living in poverty as adults.
The Money Advice
Service has produced some new research on debt across the UK.
The Money Advice
Service has been working with leading consumer analyst CACI to build a model
that can estimate the levels of over-indebtedness across the UK. The service is
calling on anyone with debt problems, no matter how large or small, to access
free advice as soon as possible.
