CYPP - making use of Evidence Based Programmes - Feedback Required

Background
A Key strength of the Early Intervention and Prevention strategy in Powys has been the disciplined and focused approach to identifying and implementing evidence based interventions.  Proposals to introduce new, multi-agency approaches/programmes in Powys have historically been brought to the CYPP for consideration and decision.  Over time this has led to the development of a strategic interventions framework that consists of a range of complimentary, well supported and (wherever possible) evidence based interventions for supporting children, young people and their families.



From the beginning of the Families First Programme the CYPP has worked within the following principles to adopting/commissioning Early Intervention and prevention programmes and approaches;

1 - To commission interventions/programmes that meet a clearly identified and evidenced need in Powys
2 - Where possible to work with strongly evidence based interventions/programmes
3 – To ensure any interventions are widely developed across a multi-agency workforce and that ongoing training and support is programmed through the central training unit
4 –To ensure that any evidence based interventions are delivered with fidelity and that appropriate support and supervision is put in place.
5 – To ensure any interventions/approaches are complimentary and fit within a whole system, multi-agency approach.

A number of other programmes are emerging and being proposed.  With these suggestions it is a good time to review what is currently in place and consider them.

In addition consider how new programmes and approaches can be considered and adopted within the Strategic Framework.  The following proposals are put forward:


Proposal 1
It would seem timely for the CYPP to review the interventions currently on our strategic framework and pose the following questions;
  1. To what extend are they being used?
  2. How effective are they?
    Are we delivering evidence based programmes with fidelity?
    Are there any gaps in our framework?
    What might be the best ways to address those gaps?
    What does our framework need to include moving forward?

Proposal 2
In an attempt to ensure the principles set out above are followed it is proposed that the introduction of any new intervention or programme into a multi-agency arena, follows a simple process for approval by the CYPP. 

A draft proforma for a written proposal has been designed.  This proforma would be completed by agencies/thematic groups wanting to introduce a new intervention and should be brought to the CYPP, through the relevant thematic group for consideration and decision.  

It is intended to provide a helpful ‘strategic test’ to the commissioning and/or implementation of any new interventions/programmes.
