Early Years Outcomes Framework - Consultation out today

Good morning

In “Building a Brighter Future: Early Years and Childcare Plan” (2013) Welsh Government made a commitment to develop and consult on an Early Years Outcomes Framework.
The development of an outcomes framework will help Welsh Government to understand how great an impact our early years policies and programmes are having on children’s lives. It will help to identify where further improvement is needed and where we need to prioritise in the short, medium and long term.

To date the framework has been developed through the Early Years Partnership Board. We also held stakeholder workshops across Wales to test an earlier version of the framework. All feedback has been taken into account and the updated, proposed framework is now open to public consultation.

In order for the outcomes framework to be a success everyone that works across the early years, childcare and play sector should feel ownership of the proposed outcomes. It should help individuals across the sector to understand the contribution they make to improving these outcomes. To help ensure this we would really welcome your views and encourage you to review the consultation and return a response. It can be found at the following link:

The closing date for responses is 15 January 2015.

Gwnaeth Llywodraeth Cymru ymrwymiad yn “Adeiladu Dyfodol Mwy Disglair: Cynllun Blynyddoedd Cynnar a Gofal Plant” (2013) i ddatblygu Fframwaith Canlyniadau ar gyfer y Blynyddoedd Cynnar ac ymgynghori arno. Bydd datblygu fframwaith canlyniadau yn help i Lywodraeth Cymru ddeall pa cymaint o effaith y  mae ein polisïau a’n rhaglenni blynyddoedd cynnar yn ei chael ar fywyd plant. Bydd yn help i nodi lle mae angen gwelliant pellach a lle mae angen blaenoriaethu ar gyfer y tymor byr, y tymor canolig a’r tymor hir.

Hyd yn hyn, mae’r fframwaith wedi’i ddatblygu gan Fwrdd Partneriaeth y Blynyddoedd Cynnar. Rydym hefyd wedi cynnal gweithdai i randdeiliaid ledled Cymru i brofi’r fersiwn cynnar o’r fframwaith. Mae’r holl adborth wedi cael ei ystyried, a bellach mae’r fframwaith diweddaraf a gynigir ar gael i ymgynghori’n gyhoeddus arno.

Er mwyn i’r fframwaith fod yn llwyddiant, rhaid i bawb sy’n gweithio yn y sector blynyddoedd cynnar, y sector gofal plant a’r sector chwarae deimlo elfen o berchnogaeth o ran y canlyniadau a gynigir. Dylai helpu unigolion ar draws y sector i ddeall y cyfraniad y maent ynl ei wneud. Er mwyn sicrhau hyn, byddem yn croesawu’ch sylwadau ac yn eich annog i ailedrych ar yr ymgynghoriad ac ymateb. Mae modd gweld yr ymgynghoriad yma:

Play Wales receives Welsh Government funding to support Play & Tackling Poverty

Good news – Play Wales receives Welsh Government funding15-10-2014

We are delighted to announce that Play Wales, the national charity for children’s play, has received Welsh Government grant funding for the next eighteen months.
This will enable Play Wales to deliver specific activities which will support key Welsh Government priorities around play and tackling poverty including supporting local authorities to meet their duties under the Children and Families (Wales) Measure 2010 to assess and secure sufficient play opportunities.
Play Wales will develop an international centre of excellence around play; contribute to the development of the Early Years, Childcare and Play 10 year workforce plan and participate in strategic meetings at a national, regional and local authority level. It will also ensure that Playwork: Principles into Practice (P3) learners already undertaking the qualification or enrolling this year are not disadvantaged.
A heartfelt thank you to everyone that has contributed to the Support Play Wales campaign over the last four months be it by signing the online petition, writing to Welsh Government Ministers or sharing the campaign information. Also, as a team we are extremely grateful for the personal support and kind words we have received from the play community in Wales, the UK and internationally.
Chair of Play Wales, Dr Mike Shooter, said:
‘We are extremely pleased that the Welsh Government has recognised the unique role Play Wales has in supporting local authorities to meet the requirements to secure sufficient play opportunities as part of the Play Sufficiency Duty.’

Beyond Barriers report

Dear All,

Please find attached for your interest the completed Beyond Barriers  report.

This is the outcome of a piece of work commissioned by Welsh Government in 2012 and carried out by Barnardo’s Cymru and Action for Children –Gweithredu dros Blant.

Its purpose has been to research some of the challenges that exist between public funders and third sector children’s services providers  in order to identify barriers, to highlight best practice and to recommend policy and practice solutions.
The report has now been agreed by Welsh Government who are happy for it to be disseminated as widely as possible to stakeholders in Wales .

Based on the evidence of our research and wide agreement from those consulted, recommendations for new models and processes have been made and the greater challenge now becomes to ensure that these can be taken forward into constructive actions which can be of value.
To this end the research team would very much appreciate hearing your comments and views of the content and recommendations in the report and particularly if you have suggestions or are willing to become involved in the development of new practice solutions.

If you are no longer involved in this area of work we would be grateful if you could forward this E mail to a more appropriate recipient within your organisation.

A hard copy of the report will be made available and can be supplied on request.
