Early Years & Childcare Plan from Welsh Government - Comments Please .....

Today sees the publication of the 2014-15 Progress Report for Building a Brighter Future: Early Years and Childcare Plan, which we launched in July 2013.
 
Some real achievements have been made throughout the year including:
 
  • Announcement to legislate to ban smoking in cars carrying children
  • 37,260 children benefitting from the Flying Start programme during 2014-15. This exceeds the target we stated in Building a Brighter Future which was to double the number of children benefiting from the programme from 18,000 t0 36,000 by the end of this National Assembly for Wales term in 2016.
  • The development of the Early Years Outcomes Framework, which is to be published in September
  • The publication of Successful Futures; an independent review of the curriculum and assessment arrangements in Wales, which is fundamental and profound in its nature
  • Extension of the Pupil Deprivation Grant to the under 5s, to support initiatives to tackle the impact of poverty on educational attainment
 
The report is sponsored by the Minister for Education and Skills, the Minister for Communities and Tackling Poverty and the Minister for Health and Social Services.
 
As well as summarising the achievements for 2014-15 the report also highlights our priorities for the year ahead.
 
Ministers recognise that delivering the ambitions in the Plan require all of us to continue to work more closely together to improve the life chances and outcomes of all children in Wales.

Heddiw, caiff Adroddiad Cynnydd 2014-15 ei gyhoeddi ar gyfer Adeiladu Dyfodol Mwy Disglair: Cynllun Blynyddoedd Cynnar a Gofal Plant, a lansiwyd ym mis Gorffennaf 2013.
 
Dyma rai o’r pethau sydd wedi eu cyflawni yn ystod y flwyddyn ddiwethaf:
 
  • Cyhoeddi y byddwn yn deddfu i wahardd ysmygu mewn ceir sy’n cludo plant.
  • 37,260 o blant yn cael budd o raglen Dechrau’n Deg yn ystod 2014-15. Mae hyn yn fwy na’r targed a nodwyd yn Adeiladu Dyfodol Mwy Disglair, sef dyblu nifer y plant sy’n cael budd o’r rhaglen o 18,000 i 36,000 erbyn diwedd y Cynulliad hwn yn 2016.
  • Datblygu Fframwaith Deilliannau’r Blynyddoedd Cynnar, a gaiff ei gyhoeddi ym mis Medi.
  • Cyhoeddi Dyfodol Llwyddiannus; adolygiad annibynnol o’r cwricwlwm a threfniadau asesu yng Nghymru. Adolygiad sylfaenol ac arwyddocaol.
  • Ehangu’r Grant Amddifadedd Disgyblion i gynnwys plant dan 5 oed er mwyn cefnogi mentrau i fynd i’r afael ag effaith tlodi ar gyrhaeddiad addysgol.
 
Mae’r adroddiad wedi’i noddi gan y Gweinidog Addysg a Sgiliau, y Gweinidog Cymunedau a Threchu Tlodi a’r Gweinidog Iechyd a Gwasanaethau Cymdeithasol.
 
Yn ogystal â chrynhoi’r hyn a gyflawnwyd yn 2014-15, mae’r adroddiad hefyd yn pwysleisio ein blaenoriaethau am y flwyddyn i ddod.
 
Mae Gweinidogion yn cydnabod y bydd angen i bawb barhau i gydweithio’n agos i gyflawni nodau’r Cynllun a gwella cyfleoedd bywyd a deilliannau holl blant Cymru.

Early Years Outcomes Framework - Consultation out today

In “Building a Brighter Future: Early Years and Childcare Plan” (2013) Welsh Government made a commitment to develop and consult on an Early Years Outcomes Framework.
The development of an outcomes framework will help Welsh Government to understand how great an impact our early years policies and programmes are having on children’s lives. It will help to identify where further improvement is needed and where we need to prioritise in the short, medium and long term.
 
To date the framework has been developed through the Early Years Partnership Board. We also held stakeholder workshops across Wales to test an earlier version of the framework. All feedback has been taken into account and the updated, proposed framework is now open to public consultation.
 
In order for the outcomes framework to be a success everyone that works across the early years, childcare and play sector should feel ownership of the proposed outcomes. It should help individuals across the sector to understand the contribution they make to improving these outcomes. To help ensure this we would really welcome your views and encourage you to review the consultation and return a response. It can be found at the following link:
