Save the date: How safe are our children? 2019 conference
The NSPCC’s child protection conference takes place on 25-26 June 2019 in London. Delegates can register their interest to take advantage of early bird ticket rates as soon as they are released.


Physical punishment of children: Jersey
The BBC reports that the States of Jersey has voted to repeal Article 79 of the Children (Jersey) Law 2002 which allowed the physical punishment of children by a parent if it was deemed reasonable.

Elective home education
The Office of the Schools Adjudicator (OSA) for England has published its annual report for the period September 2017 to August 2018. The report includes statistics on the number of children local authorities reported as being electively home educated. Figures show that 52,770 children across all 152 local authorities in England were electively home educated on 29 March 2018. The report points out that parents are not required to register their children as electively home educated so this number is likely to be an underestimate. Reasons given for parents choosing to educate their children at home include: failure to secure a place at their preferred school, children’s unhappiness at school - often related to bullying - and older students' anxiety about going to school.

Care applications
Cafcass has published its monthly care application statistics for England. In December 2018, Cafcass received 975 new care applications. This is 4.6% (47 applications) lower than December 2017. It is also the first December where the number of applications has been below 1,000 since 2014/15.

Changes to the education inspection framework: consultation
Ofsted is consulting on proposals about how schools, early years settings and further education and skills providers in England are inspected, to take effect from September 2019. The consultation closes on 05 April 2019. Ofsted has also published the research evidence underpinning the education inspection framework. This includes summaries of research on creating a positive culture; bullying and discrimination; self belief, resilience and character; and physical and mental health.

Independent Inquiry into Child Sexual Abuse awareness campaign
The Independent Inquiry into Child Sexual Abuse (IICSA) has launched an awareness campaign to ensure victims and survivors of child sexual abuse in England and Wales have the opportunity to be heard at the Truth Project. The campaign, which includes a TV advertisement and social media activity, will run from 14 January until the end of February 2019.

Children and young people’s mental health
The Welsh Government has announced funding of £7.1 million to protect, improve and support the mental health of children and young people in Wales. The funding is in addition to £1.4m being invested in a programme of mental health in-reach support to strengthen the support child and adolescent mental health services (CAMHS) in schools in four pilot areas.

Safeguarding during adolescence
Research in Practice (RiP) has published a briefing on the relationship between contextual, complex and transitional safeguarding during adolescence. The briefing outlines what is meant by the terms ‘complex safeguarding’, ‘contextual safeguarding’ and ‘transitional safeguarding’ and how these approaches overlap and complement each other.

Children with disabilities and severe complex needs: consultation
NICE is consulting on a draft guideline for social workers, health professionals, practitioners and others working with children and young people who are disabled or have severe complex needs. This will also be used to develop the NICE quality standard for children and young people with disabilities and complex needs. The consultation closes on Tuesday 5 February 2019.

 Safer Internet Day 2019: education resources
The UK Safer Internet Centre has created educational resources to support teachers and educators as part of Safer Internet Day on 5 February 2019. A range of education packs include presentations along with lesson plans suitable for children and young people of different ages. A series of films (SID TV) have been created which aim to engage children and young people and help start conversations in schools.

Multi-agency safeguarding arrangements
The National Children’s Bureau (NCB) has published an interim report describing the activity of the Safeguarding early adopters programme. NCB is working with 17 Early Adopter (EA) projects to put in place new local arrangements for multi-agency safeguarding as set out in Working Together to Safeguard Children 2018. The interim report describes the activity of the programme to date and the approaches which EA projects are testing and implementing. Topics to be explored in upcoming activity include: practice issues; the role of the designated health professional; and a format for transfer of activity from the Local Safeguarding Children Board (LSCB) to the new multi-agency safeguarding partnership.
