Getting in on the Act Bulletin

Four core modules now available!
Welcome to the latest issue of the Getting in on the Act Bulletin. Four new core training modules to support the implementation of the Social Services and Well-being (Wales) Act are now available on the Hub.

The bilingual learning materials, which were developed by the Institute of Public Care (IPC), are split into two sections (level A and level B materials), providing visitors to the site with easy access to the level of information they need. The newly added modules are: Introduction and General Functions (pictured above); Assessing and Meeting Individual Needs; Looked After and Accommodated Children; and Safeguarding.
Fifth core module commissioned
IPC has been commissioned by the Care Council to develop a fifth bilingual core module – Assessing and Meeting the Needs of Individuals in Prison, Youth Detention or Bail Accommodation.

Designed to complement the existing core modules, the new module will consist of two parts: level A material – an awareness-raising e-learning module that will cover adults and young people, that’s suitable for the wider workforce; and level B materials – in-depth materials focusing solely on adults for those whose roles will be most affected, such as those undertaking or contributing to assessments.
Train the trainer events
IPC held a series of train the trainer events in January 2016 to ensure that a confident network of trainers, including in-house trainers and those on the national training framework, are available to deliver training on the new core modules. Approximately 150 people attended the events in Swansea, Llandudno and Newtown, which were very well-received.
National Training Framework
Are you looking for someone to deliver training on one, some or all four core modules? The national training framework is a network of trainers – who have undertaken the training the trainer sessions – who can be commissioned by organisations to deliver training on the materials. You can find information about the trainers and their availability on the Training Framework, which is available on the Training page.
New! E-learning module assessment
Want to test your knowledge of the Act? The Care Council has launched its new Learning Zone site, which features an assessed version of the e-learning module that’s already available on the Hub. Developed by the Care Council, with the All Wales Academy, Learning Pool and Skills for Justice, the assessment has 10 questions that will test your understanding of the Act.
New! Principles resource guide
Do you want to learn more about the key principles that underpin the Act? The Principles Resource Guide, which is now available on the Hub, outlines the principles; what the codes of practice and guidance have to say about them; and information about, and links to, relevant resources for each principle. You can find the guide on the Learning Resources Principles in Practice page
New! Secondary legislation and technical briefings
A series of factsheets about the Act and what it means to you and your work is now available on the Hub. Produced by the Welsh Government, the factsheets look at the effect the Act will have on social workers, social care workers, health care workers, and occupational therapists. You can find them all on the Welsh Government Factsheet page.

Seven codes of practice, a host of regulations, as well as statutory guidance on Part 9, were issued under the Act in December. You can find links to them all in the Regulations and Codes of Practice and Statutory Guidance pages.

Welsh Government has issued a series of technical briefings that provide a brief summary of different duties within the Act, such as direct payments, information, advice and assistance services, and choice of accommodation. They are all available on the Technical Briefings page on the Hub.
Leadership and management
The Social Services Improvement Agency (SSIA), working alongside IPC, has been commissioned by the Care Council to work with local authority regional leads on a Leadership and Senior Management module that will prepare them for engaging with the partnership boards. The sessions will be tailored to the needs of each region and will build on, rather than duplicate, existing arrangements and developments.
More Co-production Grant Fund awards
Four more voluntary organisations have been awarded funding to develop learning materials to support the implementation of the Act.

Age Cymru, Tros Gynnal Plant, Disability Wales and Hafal were each granted funding through the second round of the Co-production Grant Fund, which was created by the Care Council to draw upon the expertise of organisations in developing resources for the Act.
WCVA video
A new video, which promotes the Hub as the first port of call for information about the Act, has been produced by WCVA to encourage more people in the voluntary sector to Get in on the Act. In the short clip, Suzanne Mollison, Safeguarding Service Officer at WCVA, discusses the demand for co-production within the third sector and draws particular attention to Part 7 of the Act, Safeguarding. You can view the video here.
Regional group update
How are we ensuring that the national training programme is a success right across Wales? We’ve developed a virtual team, which is made up of lead individuals from each region, as well as staff from the Care Council and Welsh Government. The team works together to ensure that the resources developed as part of the programme have maximum impact all over Wales, as well as to resolve challenges and learn from each other.
Could you be a case study?
Is your organisation interested in being a case study for an evaluation by ICF International of our work on the national training plan for the Act? ICF is looking for employers in the social care sector, including local authorities, private providers and voluntary sector organisations in Wales who are willing to welcome a member of its research team for a one-day visit between now and 4 March 2016.
