If any organisation wishes to have support around tendering and/or bringing together potential organisations to develop partnership working then please contact PAVO offices.
The extract from the tender specification includes:
Service Aim:

Additional needs are defined as; physical; behavioural; cognitive and learning difficulties; sensory impairment; medical; communication and interaction difficulties.

with the children and young people and in monitoring roles are appropriately
trained to meet the needs of children and young people with additional needs in
the appropriate language medium (Welsh or English) of the setting.
2.3

tailored support package to meet their individual needs and enable them to
access the preferred universal provision. The provider will ensure that the
funding decision making process for the scheme is managed by a
multidisciplinary panel.
2.5

enhance the current provision particularly for identified gaps in funding provision
and particularly in relation to the 0-2 age group and childcare for 4 year olds
not accessing statutory education.
* this does
however exclude children accessing non statutory education between the age of 4
and 5 years as they do not fit the funding criteria
