Re-Design Project
Project Update, December 2012
Project Objective
To develop, and set before Ministers, by the end of March 2013, recommendations for the future of:
- Welsh Government's Children and Families Organisation Grant Programme (CFOG);
- grant programmes for voluntary organisations operating in the social care sector on an all-Wales basis with older people, carers, adults with disabilities and adults with mental health problems under section 64 of the Health Services and Public Health Act 1968 (Section 64 Grant Schemes);
- Out of School Childcare Grant Programme.
Recommendations will consider how to:
- Achieve the best outcomes in line with Welsh Government Policies.
- Ensure funding is managed in the most efficient and effective way
- Provide the best possible value for money
- Ensure that governance arrangements are in place to protect funding
- Set in place robust mechanisms for monitoring funding
- Set in place robust mechanisms for measuring achievement and results.
Introducing the Project
· The project commenced in November 2012 with the appointment of Martin Davies as Project Manager. A letter of introduction was distributed to all recipients of CFOG and Section 64 grants. It was also distributed to Third Sector organisations across Wales working in health, social services and with children and families via Wales Council for Voluntary Action and Children in Wales networks.
· Out of School Childcare Grants are paid to local authorities who distribute funding according to locally identified need. A letter of introduction was forwarded to officers responsible for the administration of the programme in each local authority.
· Martin has also taken the opportunity to raise the profile of the project by giving presentations at Children in Wales policy events in North and South Wales and at a number of other forums and meetings attended by project stakeholders. There are opportunities for further presentations during January and February 2013.
· An internal Welsh Government advisory group has been set up to ensure strategic join up with appropriate policy programmes. Links have also been established with Welsh Government's Grants Centre of Excellence.
Stakeholder Engagement
The recommendations presented to Ministers in March 2013 must be well-considered and will need to have taken the evidence available into account. Engagement with stakeholders in order to gather this evidence is therefore critical.
· Meetings have already taken place with representatives of a number of Third Sector organisations and more are planned for January 2013.
· It will not be possible to meet with all Third Sector stakeholders individually and so engagement events attended by a broad cross-section of stakeholders are planned for North Wales (5th February 2013) and South Wales (8th February 2013).
· Three regional meetings for officials responsible for the local management of Out of School Childcare Grant will take place during January.
In all cases, stakeholders will be invited to share their views on the grant programmes in question and how these programmes are managed. In particular it is essential that we identify exactly what stakeholders value about these grant programmes, those aspects they think could be improved, how improvements can be brought about and what stakeholders perceive as the barriers to bringing about positive change.

Amcan y Prosiect
Datblygu argymhellion ar ddyfodol y canlynol erbyn diwedd mis Mawrth 2013, a'u gosod gerbron Gweinidogion:
- Cynllun Grant Mudiadau Plant a Theuluoedd (CFOG) Llywodraeth Cymru;
- rhaglenni grant ar gyfer mudiadau gwirfoddol sy'n gweithredu yn y sector gofal cymdeithasol yng Nghymru gyfan gyda phobl hyn, gofalwyr, oedolion ag anableddau ac oedolion â phroblemau iechyd meddwl o dan adran 64 Deddf Gwasanaethau Iechyd ac Iechyd y Cyhoedd 1968 (Cynlluniau Grant Adran 64);
- Rhaglen Grant Gofal Plant y Tu Allan i'r Ysgol.
Bydd yr argymhellion yn ystyried sut i:
- Sicrhau'r canlyniadau gorau yn unol â pholisïau Llywodraeth Cymru;
- Sicrhau y caiff cyllid ei reoli yn y ffordd fwyaf effeithlon ac effeithiol;
- Cynnig y gwerth gorau posibl am arian;
- Sicrhau bod trefniadau llywodraethu ar waith i ddiogelu cyllid;
- Gosod trefniadau cadarn i fonitro cyllid;
- Gosod trefniadau cadarn i fesur llwyddiant a chanlyniadau.
Cyflwyno'r Prosiect
Ymgysylltu â Rhanddeiliaid
Mae'n rhaid ystyried yr argymhellion i'w cyflwyno i'r Gweinidogion ym mis Mawrth yn ofalus, a bydd angen bwrw golwg ar yr holl dystiolaeth. Felly, mae'n hanfodol ymgysylltu â rhanddeiliaid i gasglu'r dystiolaeth hon.
Ym mhob achos, caiff rhanddeiliaid eu gwahodd i rannu'u barn ar y rhaglenni grant dan sylw a sut caiff y rhaglenni hyn eu rheoli.
