Third Sector Service Provider Forum - 2 March 2015



Dear Colleagues

Thank you to those who have confirmed their attendance at or tendered apologies for the Third Sector Forum Meeting on 2nd March at PAVO Offices, Llandrindod Wells from10am to 1pm. I attach the attendance information to date.

Please find attached the agenda, along with a copy of a Third Sector Response to the eligibility criteria consultation. The main items will be:
  1. Changing Eligibility Criteria for Social CareWe will be joined by senior staff from Powys Councty Council for this discussion, including Joy Garffit, Head of Adult Social Care
  2. Implications of Welsh Language legislation for service providers
    We will be joined by a senior officer from the Welsh Language Commissioner's Office for this item.
If you are able to be with us, that would  be much appreciated and would stregthen the voice of the sector at this important meeting. Please let me know if you're able to be with us. If there are additional or different agenda items you'd like to see the Forum discuss and address, I'd welcome & value your suggestions.

THIRD SECTOR CAPABILITY / GALLU'R TRYDYDD SECTOR

As part of the work carried out via the Mid & West Wales Health & Social Care Collaborative, PAVO has been asked to conduct a mapping exercise of the third sector's capability in Powys, particularly in relation to the changing eligibility criteria for Social Care. Expectations are being placed upon the sector to support people who will no longer be eligible for social care. In particular, the strategy refers to third sector befriending services, information services and advocacy services.

Many thanks to those who have already completed this survey. If you haven't yet done so, your response would be hugely useful and much appreciated. Already, we are able to evidence a number of key messages e.g. the need for longer term funding arrangements and capacity issues relating to an expectation to take on more clients etc.
By completing this brief questionnaire, you will be able to highlight any additional resources or help your organisation and/or service will need in order to provide the sustainable, safe and reliable support that is needed.

The questionnaire will take no more than 10 minutes to complete.

Welsh Language Support




Dear Third Sector Service Provider Forum member

Many thanks to those who have already responded to my earlier email about Welsh Language support. If you haven't yet had chance to do so, we'd greatly value your comments & input.

PAVO, together with County Voluntary Councils in West Wales, has been working more closely with Estyn Llaw, a voluntary agency that offers support and information in relation to the Welsh Language & bilingual provision.

You will know that new legislation in Wales has put Welsh and English on an equal footing. Service providers are required to make services available in the service user's language of choice. We will also be required to conform to the new Welsh Standards that will be in force as a consequence of the new legislation. The Welsh Language Commissioner has already set out her strategy and work programme, that includes investigations. For example, County Voluntary Councils have been informed that we will be investigated in May 2015.

It is probable that many third sector providers have not yet begun to consider the implications of these changes for their organisation and services. At this stage, we'd like to ascertain the level of awareness and type of help or support you'd find useful.

Mae'n ofynnol i ddarparwyr gwasanaethau wneud gwasanaethau'n afaelgar yn newis iaith y defnyddiwr gwasanaeth. Bydd hefyd yn ofynnol i ni gydymffurfio â Safonau Cymraeg newydd a fydd mewn grym yn sgil y ddeddfwriaeth newydd. Mae Comisiynydd y Gymraeg eisoes wedi gosod allan ei strategaeth a gwaith rhaglen, sy'n cynnwys ymchwiliadau. Er enghraifft, mae Cynghorau Gwirfoddol Sirol wedi cael gwybod y byddwn yn derbyn ymchwiliad ym mis Mai 2015.

Mae'n debyg nad yw llawer o ddarparwyr yn y trydydd sector wedi dechrau eto i ystyried goblygiadau'r newidiadau hyn ar gyfer eu sefydliad a gwasanaethau. Ar hyn o bryd, hoffem ganfod lefel yr ymwybyddiaeth a'r math o gymorth neu gefnogaeth y byddech yn eu ffeidndio'n ddefnyddiol.
