ALN Bill passed

Mae’n bleser gennyf eich hysbysu bod Bil Anghenion Dysgu Ychwanegol a'r Tribiwnlys Addysg (Cymru) wedi’i  basio ddoe.

Wrth groesawu'r newyddion, dywedodd yr Ysgrifennydd Addysg, Kirsty Williams: “Mae heddiw yn ddiwrnod hanesyddol i addysg yng Nghymru. Bydd gan bron i chwarter yr holl ddysgwyr yng Nghymru ryw ffurf ar anghenion dysgu ychwanegol yn ystod eu blynyddoedd cynnar neu rywbryd yn ystod eu haddysg, ac mae'r Bil hwn yn rhoi lle canolog iddyn nhw yn ein system. Mae'n canolbwyntio ar nodi eu hanghenion cyn gynted â phosibl ac ar weithio gyda nhw a'u teuluoedd i gynllunio'r gefnogaeth iawn. Unwaith y bydd y Bil Anghenion Dysgu Ychwanegol a'r Tribiwnlys Addysg (Cymru) wedi cael Cydsyniad Brenhinol, a ddisgwylir ym mis Ionawr 2018, bydd system newydd radical yn cael ei rhoi
ar waith, gan wella safonau i sicrhau bod pob dysgwr yn cael cymorth i gyflawni eu potensial."

Yn gynharach eleni, cynhaliodd Llywodraeth Cymru ymgynghoriad ar opsiynau ar gyfer  rhoi’r Bil ar waith pe bai'n dod yn ddeddf. Darllenwch yr adroddiad llawn a chrynodeb o'r ymatebion yma: http://gov.wales/newsroom/educationandskills/2017/education-secretary-outlines-proposed-implementation-plan-for-new-additional-learning-needs-system-in-wales/?skip=1&lang=cy

Ers hynny, buom yn defnyddio’r ymatebion i’r ymgynghoriad i lywio ein dull arfaethedig o weithredu’r system newydd. Cyhoeddwyd yr atebion hynny mewn datganiad gweinidogol ysgrifenedig ddydd Llun: http://gov.wales/about/cabinet/cabinetstatements/2017/implementingnewalnsytem/?skip=1&lang=cy

I am pleased to inform you that the Additional Learning Needs and Education Tribunal (Wales) Bill was passed yesterday.

Welcoming the news, Education Secretary, Kirsty Williams, said: “Today is an historic day for education in Wales. Nearly a quarter of learners in Wales will experience some form of additional learning need (ALN) during their early years or education and this Bill places them at the very heart of our system. It focusses on identifying their needs as early as possible and working with them and their families to plan the right support. Once the Additional Learning Needs and Education Tribunal (Wales) Bill receives Royal Assent, expected in January 2018, it will pave the way for a radical new approach; driving improvements in standards to ensure all learners are supported to meet their full potential.”

Earlier this year the Welsh Government held a consultation on options for implementing the Bill if it became law. Find the full report along with a summary of consultation responses here: http://gov.wales/newsroom/educationandskills/2017/education-secretary-outlines-proposed-implementation-plan-for-new-additional-learning-needs-system-in-wales/?lang=en

The consultation responses have since been used to inform our proposed approach to implementing the new system, which was published in a written ministerial statement Monday:  http://gov.wales/about/cabinet/cabinetstatements/2017/implementingnewalnsytem/?lang=en
