Powys County Council Budget Proposals for 2015/16 Closing Date MONDAY 2nd FEBRUARY!

Use of Welsh Language Survey Results Published

The Welsh language use survey is funded jointly by Welsh Government and the Welsh Language Commissioner. It will provide information about Welsh speakers' use of the Welsh language.
Respondents to the National Survey for Wales are asked to identify all members in their household who can speak Welsh. A self-completion Welsh Language Use questionnaire is subsequently left for each Welsh speaker to complete and return by post.
This survey enables comparisons to be made with the previous Welsh language use surveys that were conducted in 2004, 2005 and 2006.

Key points

  • The survey showed that 11 per cent (310,600) of all people aged 3 and over living in Wales could speak Welsh fluently compared with 12 per cent (317,300) in 2004-06.
  • 353,000 (13 per cent) of all people aged 3 and over spoke Welsh daily, compared with 342,000 (again 13 per cent) in the 2004-06 surveys.
  • Close to half (46 per cent) of all Welsh speakers (310,600) considered themselves fluent in Welsh, and 22 per cent (148,900) could speak a fair amount of Welsh. In 2004-06 the corresponding figures were 58 per cent (317,300) fluent and 21 per cent (115,300) could speak a fair amount.
  • Just over half of people who could speak Welsh spoke it daily; 1 in 5 spoke it weekly; fewer than 1 in 4 spoke it less often than weekly, and 1 in 20 people who could speak Welsh never speak it.
  • At home 20 per cent of Welsh speakers always (or almost always) spoke Welsh. This proportion increased steadily with age.
  • 31 per cent of Welsh speakers said their most recent conversation with someone who was not a member of their family was in Welsh. Over half (56 per cent) of fluent Welsh speakers said that their most recent conversation was in Welsh.
  • 1 in 8 of Welsh speakers always or mainly used Welsh when sending a text message to a friend, and 1 in 10 an email. 9 per cent of adults always or mainly wrote in Welsh on Facebook and 6 per cent on Twitter.  
  • There has been an increase in the number of Welsh speakers who reported that their employers were supportive of the use of the language and also in those who had been offered something like a badge to indicate they speak Welsh.

New Children's Commissioner for Wales

New Children’s Commissioner for Wales announced

Minister for Communities and Tackling Poverty, Lesley Griffiths, has today announced the appointment of Professor Sally Holland as the new Children’s Commissioner for Wales.
Wednesday 28 January 2015
The role of the Children’s Commissioner is to act as an independent champion for children and young people, advocating their interests and making sure their voices are heard at a local, national and international level.
Sally Holland is currently a Professor at the School of Social Sciences at Cardiff University, and is the Director and founder of CASCADE Children’s Social Care Research Centre.
She is internationally acclaimed for enabling children and young people to represent their own views through active participation in her research. Her areas of expertise include children's rights, Welsh children’s views about citizenship and identity, looked after children, child protection and adoption. She has also campaigned for, and researched, the needs and rights of children.
The candidates for the position were interviewed by young people and a cross-party Ministerial panel, Chaired by the Minister for Communities and Tackling Poverty. Sally Holland will be taking over from the outgoing Commissioner, Keith Towler, whose seven year tenure will shortly come to an end. The Deputy Children’s Commissioner, Eleri Thomas, will assume the functions of the Children‘s Commissioner until Sally Holland takes up the role in April, ensuring continuity of service for children and young people in Wales.
Announcing the appointment, Lesley Griffiths AM, said:
“As a Government, we want to ensure Wales is a place where children’s rights are a reality, and where their voices are heard loud and clear.
“I am delighted Professor Sally Holland will be taking up the position as the next Children’s Commissioner for Wales and warmly welcome her to this important role. I am confident her range of experience in social work and children’s rights, and her proven commitment to empowering children and young people, will make her a strong ambassador on their behalf. 
“I would also like to express my sincere thanks to the outgoing Commissioner, Keith Towler, for his commitment and achievements during his seven year term.”
The new Children’s Commissioner for Wales, Sally Holland, said:
“I am delighted and honoured to have been appointed to be the next Children’s Commissioner for Wales. I am proud of Wales’ history of promoting children’s and young people’s rights and I will work hard to ensure that this continues and strengthens, building on the excellent work of the first two commissioners.
“Children and young people face new opportunities and challenges in contemporary society. I will work with the children and young people of Wales to ensure that their rights are safeguarded and promoted.”

It is estimated that there are thousands of Welsh Speaking children and young people in Wales who have additional learning needs or who are disabled and face challenges with day to day support services, socialising and education. Is this you?
 
Or are you a professional working with disabled children and young people who speak Welsh.  Are you able to offer a service that is respectful of linguistic choices?
It is brought to our attention frequently at Children in Wales that finding and accessing appropriate services in Welsh for children and young people is often a challenge.

Have you experienced this?

If so, you maybe interested in a seminar that aims to take a look at what supports and good practice exists already in various parts of Wales.

We will also consider what Welsh speaking young people and their families report as being the most challenging experiences from their perspective. 

For the professionals who may not speak Welsh themselves but are working with Welsh speaking children, young people and families, we hope to improve your understanding and knowledge of services that might help you in your work; look at examples of best practice and consider possible solutions to ongoing challenges in the field.
We are very interested in having a wide range of people attend who have an interest in this field as well as welcoming children and young people who would like to share their experiences to better inform professionals.

This seminar explores how to establish a successful network, with practical ideas, tips and participatory methods for setting up a new network, and for refreshing and re-focusing an existing network.

Content
They say that the whole is greater than the sum of its parts… we know things should work better when we work together. The seminar will be practical and participative. Participants are invited to bring along a project they are working on at the moment, or ideas for future projects, so that they can apply their learning to a practical piece of work.

Learning outcomes
There will be tips for successful partnership working, agreeing your shared purpose, aims and objectives and writing terms of reference.

To raise awareness of Autism and Aspergers Syndrome by focussing on the variety of issues that an individual on the Autistic Spectrum may face as well as looking at effective ways to support them in different settings.

 Understand how Aspergers fits into the Autistic Spectrum and the particular issues people with Aspergers may face

A one-day course

A one day course aimed at anyone working directly or indirectly with children and young people in a wide range of workplace and community settings. The purpose of the training is to give participants confidence and essential knowledge on how to safeguard the children and young people in their environment. 

The training is accredited through Agored Cymru and participants will need to complete assessments to demonstrate learning. Upon successful completion of an assignment the participant will achieve 3 credits at Level 2. This unit forms part of the Welsh quality assurance framework for vocational training.  

As a result of the training participants will:
  • Learn about the legislation, guidelines, policies and procedures for safeguarding the welfare of children and young people, including E-safety
  • Understand the roles of different agencies involved in safeguarding the welfare of children and young people
  • Understand how to safeguard children, young people and practitioners in a work setting
  • Identify the characteristics of different types of child abuse
  • Know how to respond to evidence or concerns that a child or young person has been abused, harmed or bullied
  • Be able to describe the principles and boundaries of confidentiality and when to share information
