Meeting - Information and Advice and the Advocacy Network

With the advent of the Social Services and Wellbeing Act (2014), (SSWBA) Information, Advice and Assistance and Advocacy all have specific new legislative requirements.
 
Powys County Council are looking, in depth, at the requirements under The Act and PAVO's health and social care team are aiming to help facilitate meaningful engagement and co-production in these key areas of The Act.  
 
Currently, many Sector colleagues are funded to provide "Information and Advice" as part of their Service Level Agreements with both the Health Board and Council. Additionally, higher end Advocacy services are also commissioned with specific organisations.
 
PAVO chairs the Powys Advocacy Network and our next meeting is on the 30th January, 1.30pm - 4:00 p.m. in PAVO Conference Room notice of the meeting has already been circulated several times to Powys Advocacy Network members.
 
As an update, we have been liaising with Senior Commissioning Managers in Adult Social Care and Dominique Jones from Adult Social Services has been asked to come to our next meeting to communicate the Council's understanding of the legislative requirements and operationally, their views on direction of travel, explaining the difference between Information/Advice and Assistance as it pertains to Prevention/Early Intervention, and more high end Advocacy needs.
 
We have also asked Huw Davies from Age Cymru's Golden Thread programme to share his views with the Sector given his remit from Welsh Government and his knowledge of The Act.
 
This meeting is open to anyone who provides Information/Advice, Assistance and/or Advocacy in Powys.  This includes local community support bureaux, specific advice organisations such as CAB, mental health advice/information provision and anyone currently either commissioned to provide such services or those likely to wish to be involved in any future tendering or commissioned services.

Participation Workers Update - Introduction of the Additional Learning Needs and Educational Tribunal

Dear colleague,

The Minister for Lifelong Learning and Welsh Language has today introduced the Additional Learning Needs and Education Tribunal (Wales) Bill into the National Assembly for Wales. 
In a Written Statement, the Minister said:

The Bill proposes a complete overhaul of the system for supporting children and young people with additional learning needs, which will affect nearly every early years, school and further education setting in Wales.  The Bill builds on what works well in the current system, whilst targeting directly the concerns with it.  It outlines a bold new approach for supporting learners with additional learning needs; an approach that is fit for an ambitious, 21st century Wales in which the learning of all children and young people is prioritised.

PAVO is seeking to recruit to the following post:-
Community Health and Well-Being Coordinator located in Ystradgynlais
Working 28–30 hours per week over 4-5 days.
The post holders will support adults, as part of integrated community based health and well-being support services, to access local community services and activities and services provided by the public, private and third sectors, by “brokering” their access to these services and working with the individual to find bespoke solutions to meet their personal needs.
They will support people to access the right support, first time, in the right way and seek to empower them to build their own networks of support within their community.
Salary:- £19,773.60 - £21,186.00 per annum (£24,717 pro rata) funded until 31st March 2018

By the end of this session, you will:

       Understand the basics of online fundraising
       Know how online fundraising can benefit your group
       Be aware of free tools and resources available to you
       Be registered on Localgiving,  enabling you to claim £200 of match funding
       Be able to confidently use the Localgiving fundraising platform
       Understand how to ask people to support your cause
       Be equipped to secure your first digital donation
       Understand how to develop and maintain relationships with donors
       Have developed some new promotional materials for your cause
This is a practical session. To get the most out of the workshop, participants will need to bring a laptop or tablet.

     FREE membership of Localgiving for a year (usually £72) open to all local third sector groups – including those too small to be registered charities and therefore unable to subscribe to other online giving platforms

     Face to face training, mentoring and support (tailored to your organisation’s needs) to help you raise awareness of your cause and raise funds online

     £200 of match funding (ring-fenced for every group that signs up) as an extra incentive to fundraise online!

Survivors of Domestic Abuse Theatre in Ystradgynlais

The performance piece ‘in the absence of silence’ that is at the heart of the project with survivors of domestic abuse being undertaken at The Welfare in Ystradgynlais is visiting the Theatre on the evening of Friday 10th February.

This piece of drama was created by survivors of domestic abuse in South Gwynedd and developed with De Gwynedd Domestic Abuse Service, working with world renowned Theatre Company, Chickenshed, which means this is also a very high quality piece of theatre.

The piece works as a drama in its own right, but also serves as a training opportunity for anyone wanting to find out more about domestic abuse.  The performance will be followed by a Question and Answer session with the theatre company and people involved in domestic abuse services.

Arts project that would benefit young people in Powys

Mess Up the Mess are putting together an application to Big Lottery Fund for a project which will use arts and creative activities to improve the wellbeing of young people. They are currently developing the stage 2 application and consulting with organisations that work with young people about the issues and activities they feel are important. The footprint of the project will be across South Wales, including Powys. 

They have an online survey on google forms at: 




Mess Up the Mess uses theatre and other arts activities creatively to inspire and engage some of most disadvantaged and hardest-to-reach young people in Wales. We’re currently applying for Big Lottery Fund funding for a new project on themes including wellbeing, that young people we’ve been working with over the past few years have told us most concern them.

The survey should take no more that 5-10 minutes to complete. Please note that we will be using the results of your survey as evidence in our funding application but will not attribute any answers specifically to you.

Powys teaching Health Board stakeholder event

You are invited as our partners to join us for a workshop to introduce the Health Board’s proposal to develop Neurodevelopmental Services.   This exciting initiative has been in the planning for some time and many of us have been involved with the workshops hosted by Welsh Government as one of the ‘Together for Children and Young People’ work streams.  This stakeholder event will give you the opportunity to contribute to the shaping of the service and the option to be part of the implementation group which will finalise the detail.  We are keen that there is a partnership and integrated approach to this service development which needs to align with other services and projects, for example ISAP and IDS.  

Agenda:
·         Introduction to day.
·         Overview of Scoping exercise undertaken by Dr Debbie Brisland
·         Review of the Welsh Government standards and discussion about how these can be met in Powys
·         Discussion about the service could be configured and managed within Powys
·         The role of the Implementation Group including membership and terms of reference.  This will need to include key actions such as agreeing the referral pathway, forms to be used etc
·         What the future might look like?

Purpose of the consultation

Children, Young People and Education Committee is undertaking a consultation on the First 1,000 Days.

Researchers have identified the First 1,000 days of a child's life-from pregnancy through to a child's 2nd birthday-as a critical window of time that sets the stage for a person's intellectual development and lifelong health. It is a period of enormous potential, but also of enormous vulnerability. The term First 1,000 days gives significance to the impact of the early years on children’s development and wellbeing, in the same way as we recognise terms such as toddler, teenager and senior citizen.


Invitation to contribute to the consultation
The Committee would like to invite you to submit written evidence to assist with the inquiry. The Committee welcomes responses in Welsh or English from both individuals and organisations.
