Welfare Reforms Phase II and Universal Credit

Training dates: 1st July, 11th July, 19th July & 26th July 2016

The government is committed to carry on with its programme of austerity measures, which includes reducing public expenditure through further reforming the United Kingdom social security system to make it more affordable.


During April 2016 to March 2021, the focus of the welfare reforms will be upon the continued implementation of Universal Credit and on reducing expenditure by £12 billion pa on the welfare benefits and tax credits available to many low-income households including, unemployed/working households, households containing children, sick and disabled households, and social housing tenanted households.
The details of the welfare reforms were announced in the July 2015 Budget and the Spending Review and Autumn Statement delivered in November 2015. The legislation needed to implement the majority of the reforms is contained within the Welfare Reform and Work Act 2016, which received Royal Assent on the 16 March 2016.
It is free to attend the briefing session, which will last for around three and a half hours. The session is interactive with a mixture of presentations, discussions, and exercises. Please respond promptly as there will be a high demand for places.
Aim
To provide an overview of how the next phase of welfare reforms will continue to transform the social security and tax credit entitlements of low-income households.
Objectives
At the end of the session, you will have:
ü  an awareness of how the provisions within the Welfare Reform & Work Act 2016 and the Spending Review and Autumn Statement 2015 will, over the next few years, change the social security entitlement of households that you support
ü  up to date information on the progress to implement Universal Credit across Wales and of emerging issues being experienced by Universal Credit claimants
ü  the confidence to be able to explain the welfare reforms to your service users and to provide reassurance to those who are, or will be affected.
One Day Training Course
Universal Credit
Introduction

The implementation of Universal Credit is impacting upon an increasing number of single people within Wales with an expansion to claims being made by households with partners and children expected from early 2017.
This one-day training course is suitable for front line staff who need a good understanding of Universal Credit, as their role is to advise and support service users to claim and to resolve problems that may occur with their on-going Universal Credit claim.
It is free to attend the training course. The course is interactive with a mixture of presentations, discussions, and exercises.  A comprehensive training pack and other appropriate materials will be available for all participants.

Aim
To provide participants with a detailed examination of aspects of Universal Credit, improving their ability to advise and support households who are, or will be, in receipt of Universal Credit.

Objectives

Participants will understand:-
ü  the basic qualifying conditions for Universal Credit and the claiming process
ü  why different levels of conditionality apply to different groups of claimants and how sanctions can be avoided
ü  the Universal Credit payment method and the alternative payment arrangements which are available to some claimants
ü  how to help service users resolve problems that may occur with their Universal Credit claim.
