Referral Scheme for Children & Young People Tender advertised

This tender for a Referral Scheme for Children & Young People is currently advertised via Etenderwales & Sell to Wales.

The extract from the tender specification includes:

Service Aim:

To support children and young people with additional needs to access non statutory* universal service provision such as childcare, early year’s education, play, leisure and recreation activities including Powys Youth Service activities.  Additional needs are defined as; physical; behavioural; cognitive and learning difficulties; sensory impairment;   medical; communication and interaction difficulties.

SERVICE OBJECTIVES 

2.1       To support service providers to improve their professional practice so that they become more inclusive (as defined in the Powys Play strategy Section 3: 7.2 and 7.3).

2.2          To ensure that the relevant workforce working with the children and young people and in monitoring roles are appropriately trained to meet the needs of children and young people with additional needs in the appropriate language medium (Welsh or English) of the setting.

2.3          To offer support and funding to service providers where appropriate to help them meet the additional needs of children and young people.  This could include;

·         Training
·         Information and advice (including offering a point of contact)
·         Funding for additional staffing capacity

2.4          To develop and manage a clear referral and assessment process within the Powys Joint Assessment Family Framework. To ensure that this clearly assesses the needs of the individual child/young person and their family and provides a tailored support package to meet their individual needs and enable them to access the preferred universal provision. The provider will ensure that the funding decision making process for the scheme is managed by a multidisciplinary panel.

2.5          To identify and apply for additional funding available to the Voluntary Sector to enhance the current provision particularly for identified gaps in funding provision and particularly in relation to the 0-2 age group and childcare for 4 year olds not accessing statutory education.

To provide access to universal services for up to 145 children and young people at any one time (ongoing support and new referrals).



* this does however exclude children accessing non statutory education between the age of 4 and 5 years as they do not fit the funding criteria
